HomeMy WebLinkAbout971786.tiff• • • WELD COUNTY COUNCIL REPORT TO THE PEOPLE; July 15, 1997 6 The Weld County Council is mandated by the Home Rule Charter of Weld County, Colorado, to report to the people the events that have shaped the previous quarter. This report summarizes the activities of the Weld County Council during the second quarter of the calendar year 1997. April 15, 1997 Regional Four Director for the Colorado Department of Transportation, Douglas Rames, was the Council's guest speaker at the Kersey Town Hall. Mr. Rames talked about the State Transportation Improvement Program (STIP). President Pam Malcom reported that there were no new buildings being built at The Villa to house new prisoners. A report from Councilman Dan Oster focused on his discussion with Sheriff Jordan about the Sheriff Department's jurisdiction in Weld County. On behalf of the Citizens Action Committee Sharon Hopper presented a letter to the Council requesting that the Weld County Commissioners reimburse the Citizens Action Committee for the Committee's unnecessary legal fees. The Council indicated that it would not act on the letter as it was not within the realm of its Home Rule -mandated responsibilities. The Council suggested that the Citizens Action Committee should present their letter directly to the Weld County Commissioners. April 25, 1997 Councilman Al Roberts attended the dedication of the Ft. Lupton/Hudson Water Treatment Plant. May 20, 1997 At the Council's meeting in Briggsdale County Assessor Warren Lasell explained the major functions of the Assessor's Office and answered questions from the Council and County residents Councilman Dan Oster reported on a complaint regarding allegations that Weld County Road and Bridge personnel were doing sign work for private contractors. The Council agreed to answer two specific questions regarding the Weld County Finance Corporation. The questions the Council agreed to answer by resolution are: the reported conflict of interest of employees/elected officials of Weld County and the legality of the Weld County Finance Corporation. May 24, 1997 Council President Pam Malcom attended the Weld County Jail cornerstone - laying ceremony. 971786 Weld County Council Report to the People July 15, 1997 -Page 2 of 2 June 5, 1997 Councilman Dan Oster responded to a call from a Weld County resident concerned about a flooding problem on his property. After inspecting the situation, Councilman Dan Oster contacted Dave Becker of Weld County Road and Bridge with concern regarding Weld County's liability for the problem. Subsequently County personnel arrived and pumped out the water, and later replaced the culvert. June 17, 1997 The review of the Weld County Finance Corporation was tabled until the Council could review the December 31, 1996 -audit of Weld County. • • The Council heard concerns of residents of rural southwest Weld County. The concerns included: potential inappropriate use of architectural plans for the proposed pre -parole prison in Dacono, Weld County roads being annexed by municipalities, the Weld County Finance Corporation. Janet Meisinger read to the Weld County Council a Declaration of True Facts - "Constitutional Reservation of Rights, Refusal of Responsibility and Demands." During the second quarter of 1997, Council members have researched answers to questions and concerns brought to their attention by citizens of Weld County. In that process Council members have talked periodically with Weld County Commissioners and various elected officials and department heads. This report is not meant to be an exclusive enumeration of the activities entered into by the Council. It is, however, an attempt to communicate with the voters regarding its activities. The County Council believes that the Weld County Home Rule Charter continues to be a viable tool for the citizens of Weld County.
