As you can see from the Resolution, a hearing to adopt the
Ordinance annexing the property is scheduled for August 30 , 1999 at
7 : 00 p.m.

We, the landowners of 100V of the territory, excluding public
streets and alleys described in the attached property description

A parcel of land being within the right—of—way of Weld County Road No. 23, a 60 foot
wide right—of—way, and located in Sections 1 and 2, Township 6 North, Range 67 West of

IMPACT REPORT OF THE WICAL ANNEXATION
The proposed annexation is known as the Wical Annexations #1,
#2 and #3 to the Town of Severance . The three annexations annex
portions of Weld County 23 and the subject property consisting of
approximately 164 acres as such property is described in the
documents attached.
The following information is provided with this report :
A. A map of a portion of the existing Town of Severance and
the property proposed to be annexed.
B . A map showing the sketch plan of the proposed development
of the property, including lots and streets .
C. The development proposal consists primarily of single
family residential lots, but some area may be zoned for commercial
purposes .
D. No draft or final pre-annexation agreement is available .
E. All municipal services normally provided to the Town of
Severance, will be extended to the territory to be annexed except
sanitary sewer service .
F. Water service will be provided by North Weld County Water
District and the subdivision water lines will be connected to a
North Weld County Water District trunk line .
G. Sanitary sewer service will be provided by individual
septic tank treatment plants .
H. The property owners will construct all water extensions,
streets and other infrastructure improvements, and no financing of
such improvements will be done by the Town of Severance .
I . The districts which exercise control over the property to
be annexed include :
1 . Aims Community College
2 . Windsor-Severance Fire Protection District
3 . Weld County School District RE-4
4 . Windsor/Severance Library District
5 . North Colorado Water Conservancy District
6 . North Weld County Water District
7 . West Greeley Soil Conservation District

will be provided as soon as it becomes available .

RESOLUTION NO. 1999- /CPA
A RESOLUTION FINDING THAT THE PETITIONS FOR ANNEXATION OF
THE WICAL ANNEXATIONS ARE IN SUBSTANTIAL COMPLIANCE WITH
C .R. S . 31-12-107 (1) AND SETTING A DATE FOR A HEARING
BEFORE THE BOARD OF TRUSTEES OF THE TOWN OF SEVERANCE TO
CONSIDER ANNEXATION OF THE AREAS PROPOSED TO BE ANNEXED..
WHEREAS, the owners of 100% of the property known as the Wical
Annexations #1 , #2 and #3 have filed Petitions for Annexation of
the hereinafter described property to the Town of Severance, and;
WHEREAS, the Board of Trustees has determined that the
Petitions are in substantial compliance with C.R.S . 31-12-107 (1)
and that a hearing on such annexations should be scheduled as
provided by Colorado law.
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE
TOWN OF SEVERANCE, COLORADO AS FOLLOWS :
Section 1 . The annexation consists of three annexations in
a series as authorized by C.R.S . 31-12-104 (1) (a) and consists of
three separate annexation petitions and three separate property
descriptions to be annexed in a series to provide the required
contiguity.
Section 2 . The Board of Trustees hereby accepts the above
described annexation petitions and finds and determines that the
petitions for annexation of the property described as the Wical
Annexations #1, #2 and #3 and as such property is described in
Exhibit "A" attached hereto are in substantial compliance with the
requirements of C.R. S . 31-12-107 (1) and Section 30 of Article II of
the Colorado Constitution and desires to initiate annexation
proceedings in accordance with law.
Section 3 . The Board of Trustees hereby sets a public
hearing for the 30th day of August, 1999 at the hour of 7:00 p.m.
at the Town Hall, 336 1st Street, Severance, Weld County, Colorado
for the purpose of determining whether the areas proposed to be
annexed meet the applicable requirements of C.R.S. 31-12-104 and
105, and to determine whether the areas should be annexed to the
Town of Severance .
Section 4 . The Town Clerk is hereby directed to publish
notice of this hearing once each week for five successive weeks in
the Windsor Beacon, the designated newspaper for the Town of
Severance.
PASSED, ADOPTED AND APPROVED THIS 14th day of July, 1999 .
