RE: URBAN PLANNING AGREEMENT BETWEEN WELD COUNTY AND
THE COLORADO STATE PLANNING OFFICE.
WHEREAS, it is apparent to the Board of County Commissioners,
Weld County, Colorado, that there is an urgent need for a comprehensive de-
velopment plan for the future development of Weld County; and
WHEREAS, the State of Colorado, through its State Planning Office,
has agreed to provide studies for the formulation of an integrated plan for said
orderly future development of Weld County; and
WHEREAS, federal funds are or will be available for such study and
plan development on a dollar for two dollar basis (county $1.00 and federal
government $2.00); and
WHEREAS, the Board believes it to be in the best interests of the
county to enter into such an agreement on the basis hereinabove recited.
NOW, THEREFORE, BE IT RESOLVED that the Chairman of the
Board of County Commissioners of Weld County, Colorado, be, and he is
hereby authorized to enter into an agreement with the State of Colorado,
through its State Planning Office, providing for a study of a comprehensive
development plan for the future development of Weld County in accordance
with the Urban Planning Agreement as submitted and which is attached to this
Resolution and made a part hereof by reference.
The above and foregoing was, on motion duly made and seconded,
adopted by the following vote:

COLORADO STATE PLANNING OFFICE
URBAN PLANNING AGREEMENT
THIS AGREEMENT (herein called the "Contract"), entered into this
24th day of December, 1968, by and between the Colorado State Planning Office,
party of the first part (hereinafter referred to as the "Planning Agency"), and
Weld County, Colorado, a county located in the State of Colorado, party of the
second part (hereinafter referred to as the "County"),
WITNESSETH THAT:
WHEREAS, under the provisions of Title VII, Section 701, of the
Housing Act of 1954, being Public Law 560, Eighty-third Congress, Chapter 649,
2d Session (68 Statute 590), approved the 2d day of September, 1959, funds have
been and are being made available by the Urban Renewal Administration of the
Department of Housing and Urban Development of the Federal Government to the
Colorado State Planning Office, which has been officially designated as Planning
Agency for the State Of Colorado, to aid in defraying the cost for planning assist-
ance, including surveys, land -use studies, urban renewal plans, technical assist-
ance , and other planning work in conjunction with the development of a state com-
prehensive plan; and
WHEREAS, the Colorado State Planning Office, created by House
Bill 1548, adopted by the First regular session of the Forty-sixth General
Assembly, is authorized and empowered to accept funds from the Federal Gov-
ernment or its agencies or from any other source for planning and other pur-
poses; to enter into contracts with the proper officials of any county, municipality,
or other subdivision of the State of Colorado, at their request, for a study of their
planning problems; to call upon the technical staffs of State educational institutions
Tor assistance within their respective fields of interest; and to enter into such
contracts and agreements as are necessary to carry out the Office's functions and
duties; and
WHEREAS, the County of Weld, Colorado, is a _county of the State
-of Colorado, and has requested the Colorado State Planning Office to provide
certain planning studies which aid it in the formulation of an integrated plan for
the future development of said County, including measures necescary to protect
the housing resources of the County; and
WHEREAS, the Colorado State Planning Office has studied the
request of the County and has ascertained that there is a great need for such ser-
vices as have been requested; that Federal funds are presently available to it, or
will become available, with which to match County funds for such purposes on a
dollar -for -two --dollar basis (County one dollar, and Federal -Government two
dollars); and that the request of said County is dully considered for approval by
the Planning Agency;
NOW, THEREFORE, in -consideration of the foregoing and of the
mutual covenants and agreements hereinafter set forth, the parties hereto legally
intending to be bound hereby, do covenant and agree for themselves and their
respective successors and assigns as follows:
A. SCOPE OF SERVICES. As a part of a contemplated compre-
hensive development plan, the Planning Agency shall carry out and make available
to the County as a minimum the following:
1. -Base Mapping
2. Existing Land Use Inventory
3. Land Use Plan
4. Street and Highway Plan
5. Community Facilities Plan
6. Public Improvements Program and Capital Budget
7. Development Standards
a. Zoning Regulations
b. Subdivision Regulations
B. CONTRIBUTION OF THE COUNTY. It is agreed between the
parties that the County shall cause to be paid to the Colorado Stute Planning
Office the sum of Two Thousand and Two Hundred Dollars ($2,200), which

monies represent _a partial contribution by the County for the services herein
mentioned.
The contribution provided herein shall be paid by the County to the
Colorado State Planning Office on the 31st day of December, 1968.
It is expressly understood and agreed that the Planning Agency shall
deposit said monies with the Treasurer of the State of Colorado and that such
monies -shall be held on deposit until a total scope of services is determined and
Federal funds are available to watch the County funds on a dollar -for -two -dollar
basis (County one dollar, and Federal Government two dollars).
C. APPROVAL. This Contract shall not be deemed valid until it
shall have been approved by the Controller or such assistant as he may desiignate.
IN WITNESS WHEREOF, the parties hereto have executed this
Contract the day and year first ahnve written.

Enclosed is a verified -information copy of the urban plan-
ning agreement between Weld County and this agency for
your files. It is anticipated that our reconnaissance staff
members will be in Weld County during March to conduct
the reconnaissance study.
After completion of this study, we will be in touch with
you to finalize the comprehensive planning program for
the county. We can then complete contract negotiations
with you and your professional Manning consultant.
