Dear Commissioners:
In April of 1988, we purchased my husband's grandfather's farm
which had been in the family for many years. On this farm are
four residences, one of which we had purchased with one acre of
land in 1984.
My thinking was with four residences, should my three adult
children choose to live here on the farm, there would be a home
site for each of them.
I found this not to be the case when the residence we had
purchased in 1984 was found to have dry rot, and we opted to
destroy it and put a mobile home there.
At first we were told that we couldn't put anything there
unless it was for an employee. But, since it has a separate
deed, we may replace that dwelling.
It seems there is a REGULATION! saying only one residence per
80 acres is allowed, and if more than 50% damage is done to an
existing residences, they may not be repaired or replaced.
Now I can subdivide my land and sell it a piece at a time, and
the person who buys it may build on it! Ultimately, destroying
the farmland and the area. (The existing houses are clustered,
leaving approximately 115 acres of open space on the property
of 120 acres.)
I suppose if our home should burn, we would not be able to
replace it unless we destroyed the other two houses on the
property.
To me this says the property is mine to walk around on and to
pay taxes on, but for all other purposes, the state, or in this
case the county owns this property!!!! I may not capitalize on
my investment or extend access to home site to my children!

And all along I thought I lived in a democratic country, the
good old USA. Obviously, communism has arrived in the USA even
as it leaves the USSR.
