Dear Commissioners:
The Board of County Commissioners of Adams County has reviewed your request to
participate in your improvement plan for 168th Avenue. Adams County has adopted its
own Pavement Management Program and Capital Investment Program. These programs
prioritize community needs, and, at this time, neither of these plans include 168th Avenue
as a priority for Adams County.
As you are probably well aware, Adams County is still in litigation over the use of specific
ownership taxes for Road and Bridge projects. As a part of that lawsuit, the cities have
effectively enjoined the County from using specific ownership funds until a Supreme Court
decision is reached. This has limited our ability to keep up with the road projects that top
the list in our Capital Investment Program. Unfortunately, we must respectfully decline
your request to participate in the 168th Avenue road improvements.
Thank you for informing us of this important project to Weld County. If the
circumstances were different, the Board would have been able to give your request serious
consideration.
