Hall, Chairman Commissioner Barbara J. Kirkmeyer, Pro-Tem Commissioner George E. Baxter - EXCUSED Commissioner Constance L. Harbert - EXCUSED Commissioner W. H. Webster Also present: Acting Clerk to the Board, Shelly Miller Assistant County Attorney, Lee Morrison Planning Department representative, Todd Hodges The following business was transacted: I hereby certify that pursuant to a notice dated May 31, 1995, and duly published July 13, 1995, in the Windsor Beacon, a public hearing was conducted to consider a Screening Plan for a Site Specific Development Plan and Special Review Permit #1078 for a farm implement business in the A (Agricultural) Zone District as required by Condition of Approval #6g of the Resolution approving said Permit for Robert and Donna Connell. Lee Morrison, Assistant County Attorney, made this a matter of record and notified the applicants that only three Commissioners are present and three affirmative votes are required for approval; therefore, the applicant has the option to request a continuance. Robert Connell, applicant, requested the Board proceed. Todd Hodges, Planning Department representative, referred to his memo dated July 20, 1995, and noted staff recommends approval of the screening plan which is satisfactory as submitted with two conditions. Mr. Hodges responded to questions from Commissioner Kirkmeyer concerning the fence, and Mr. Connell clarified they thought landscaping would be more attractive than fence, but fence will be used in the two necessary places. He said six- to eight -foot Russian Olive trees and four -foot Juniper trees will also be used, indicating the location on the map. Mr. Connell confirmed the Conditions of Approval are acceptable and explained the type of irrigation system to be used. J. W. Hutcheson, adjacent property owner, requested additional fencing and voiced concerns about accesses, water, and preservation of agricultural land. Gary and Anne White, residents of the Town of Ault, spoke in favor of the landscaping plan and proposed business, which is agricultural and appropriate for the area. Mr. Hodges clarified the accesses were addressed by Conditions of Approval on the Special Review Permit #1078. Commissioner Kirkmeyer moved to approve said screening plan, with the Conditions of Approval, and thanked the Connells for their cooperation. Commissioner Webster seconded the motion and Commissioner Kirkmeyer's comments, stating he, too, thinks the site will be attractive.
