The attached petitions ( 52 signatures ) are evidence of strong opposition to the proposed Jones/Pittman Auction Facility Variance, USR Case #1122. In addition to the reasons stated on the petition, we believe the following are other considerations for the Planning Commission: 1 . The proposed use is not consistent with the Weld County Comprehensive Plan' s agricultural goals and policies . 2 . The proposed use would change the land from agricultural/residential use to commercial use . 3 . The proposed use will have an adverse effect on the quality of life for residents living in the vicinity of the auction facility. 4. The proposed use presents sanitary facility matters that need to be considered by the Weld County Health Department. 5. The proposed use presents traffic problems that need to be considered by the Sheriff' s Department. At previous auctions, trucks and trailers bringing sale items went on for several days prior to the auction, and then the same occurred for several days after the auction for removal of items purchased at the sale. These roads are presently used by numerous horse riders, children exercising their 4-H sheep and steers, and bicycle and ATM riders. Volumes of traffic could be very hazardous to them. 6 . I am present today to publicly petition the planning commission to deny the request by Rolland Jones and Mable Pittman for a special review permit to establish an auction facility. Our home is directly adjacent to the proposed site, located on a culdesac in a rural residential neighborhood consisting of small acreages. The establishment of an auction facility would dramatically impact our environment and our lives. The neighborhood is established on dirt roads. Mr. Jones quoted at a recent community meeting that this commercial venture would be bring approximately 500 people per auction. These roads are not built to handle the traffic of large amounts of people converging on one location. The roads are maintained on an inconsistent basis and would require more frequent grading by the county to support the traffic. The dust created by that number of cars moving up and down the roads would also be intolerable, in addition to the exhaust fumes and increased noise. Again, I reiterate this is a residential neighborhood. We do not make a living off the land and we are not commercially based. We have small children that ride bikes and a great percentage that ride horses. The increased traffic would be hazardous to our children's activities, pets, and our livestock. We also believe that bringing increased numbers of people into the area will raise the theft rate, something we have been insulated against due to our remote location. There is a certain lack of control over our environment because we live in a society of large numbers of people. Within that context, we have doubtful control even over our own lives and the neighborhoods we raise our children in. I respectfully request this permit be denied on behalf of our children and the homes in which they live. 961796 To Whom it concerns ; We have no problem with Rollie Jones having a auction at his home site . It is only once in about every three to four months . Having the auction there doesn ' t cause any problems for the community . When the auctions are over with they are in and done with in two to three days . When people come they tend to be real friendly and considerent . I have lived around the corner from Roland Jones for approximately 6 years. Roland has been a servant to the community for many hears and has been the leader of the 4-H club we belong to since 1980, even years after his children have graduated. He is well known in the community and I feel he is a valuable asset to the community. Roland is a good neighbor and is always the first person in the community to lend a helping hand to anyone in need. I am not in any way opposed to Roland conducting an auction on his property. I feel it provides for community involvement and gives us the opportunity to get to know our neighbors. I do not feel that is auction causes any disturbances in the area, no more than a loud stereo or noisy car. We have just been subjected to a movie company coming into our small community filming a picture which included exploding dynamite, hovering a helicopter close to a burning building, additional traffic and have not heard of any complaints regarding that. I am confused as to how that is acceptable when you are disallowing Roland Jones from conducting an auction on his own property. Our objectives are to provide education and information to residents, property owners, and government entities regarding growth-related changes, either proposed or in effect, that will impact our area of concern; and to protect and preserve the rural, agricultural, and small-community character currently representative of the area, while meeting the area's needs for residential, commercial and industrial growth. An auction facility is an acceptable commercial venture,but is not appropriate for this rural residential neighborhood. It is the large number of people drawn by an auction facility that makes this proposed location incompatible with the surrounding properties. The one square mile neighborhood is made up of approximately fifty homes and no commercial properties. The roads are unpaved and typical rural residential, lacking traffic control signs. They are used by the residents for walking,jogging, riding horses and bicycles. All roads in the area would be used for access to the auction facility. CFOG opposes the auction facility location and requests that the Planning Commission take the following into consideration in making their decision to approve or deny the Site Specific Development Plan. 1. The lack of traffic control signs in the area poses a significant safety hazard to the residents,their pets, property, and livestock; and to the anticipated 500 to 600 auction patrons. 2. The peace and quiet as well as the safety of our home would be significantly altered. Like most people within our neighborhood we work during the week and spend our quality time at home on the weekends. We also believe that bringing increased numbers of people into the area will raise-the theft rate-noticeably. We are taxed rural residential in an agricultural zone.
