RE: APPROVE GRANT APPLICATION ON BEHALF OF CATHOLIC CHARITIES
NORTHERN AND AUTHORIZE CHAIR TO SIGN - COLORADO DEPARTMENT OF
HUMAN SERVICES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Grant Application on behalf of
Catholic Charities Northern from the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Weld County Housing
Authority, to the Colorado Department of Human Services, with terms and conditions being as
stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Housing Authority Board, that the Grant Application on behalf
of Catholic Charities Northern from the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Weld County Housing
Authority, to the Colorado Department of Human Services be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 22nd day of June, A.D., 1998.

Behalf of Catholic Charities Northern
DATE: June 17, 1998
As discussed at the Housing Authority Work Session of June 15, 1998, the State has presented a
proposal to grant Weld County Housing Authority $300,000 for the purpose of providing a
loan to Catholic Charities Northern. The loan would assist in the development of Plaza de
Milagro seasonal farm worker housing.
The grant provided to Weld County is a true "grant" and is not subject to repayment unless there
is fraud, abuse or non-compliance. Weld County has received numerous grants through-out the
years and is thoroughly familiar with administrative requirements of the State and the Federal
government. The funds would be loaned to Catholic Charities and is subject to repayment to
Weld County Housing Authority. The loan will be secured by a promissory note and a deed of
trust based on or standard procedures.
The Housing Authority will continue to assist the Weld County Farm Labor Sponsoring
Association to develop farm labor housing. Funds from the loan proceeds of this grant will assist
with the development costs of future farm worker housing projects, although the State expects
that the funds be loaned out, as needed, for housing rehabilitation activities.
Staff is recommending approval of the State proposal to sponsor the grant application on behalf
of Catholic Charities Northern.
