RE: APPROVE SIX QUIT CLAIM DEEDS TO VARIOUS ADJACENT LANDOWNERS AND
AUTHORIZE CHAIR TO SIGN ANY NECESSARY DOCUMENTS -S1/2 S1/2 OF
NW1/4 OF S23, T2N, R67W
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with six Quit Claim Deeds to transfer
property located in S1/2 S1/2 of the NW1/4 of Section 23, Township 2 North, Range 67 West of
the 6th P.M., Weld County, Colorado, from the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, to the following adjacent
landowners:
Richard J. McCarthy and Carolyn L. McCarthy
Strear Farms Company
James W. Thompson and Charlene A. Thompson
Public Service Company of Colorado
Jacqueline P. Hill
Jesse B. Graner and Mary Jane Graner
WHEREAS, after review, the Board deems it advisable to approve said deeds, copies of
which are attached hereto and incorporated herein by reference, with terms and conditions
being as stated in said deeds.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the six Quit Claim Deeds to transfer property located in S1/2 S1/2
of the NW1/4 of Section 23, Township 2 North, Range 67 West of the 6th P.M., Weld County,
Colorado, from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, to the above named adjacent landowners be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said deeds and any other necessary documents.

PUBLIC NOTICE is hereby given that the following real properties, acquired by the County of Weld,
State of Colorado, by tax deed, will be offered for sale:

South Half of the South Half of the Northwest Quarter (S2S2NW4) of Section 23, Township 2
North, Range 67 West of the 6th P.M., Weld County, Colorado, as conveyed to Weld County by
Treasurer's Deed recorded as Book 1547, Reception Number 2490737 in the Office of the Weld
County Clerk and Recorder.

Sealed bids will be received in the office of the Purchasing Director, Second Floor, Weld County
Centennial Center, 915 10th Street, Greeley, Colorado, until 8:30 a.m. on Friday, August 30, 1996,
for the properties described above.
Any bids received will be opened and read aloud during the regularly scheduled Weld County
Commissioners Public Board Meeting held in the assembly room on the first floor of the Centennial
Building, 915 10th Street, Greeley, Colorado, on Wednesday, September 4, 1996. The exact time
of the reading will not be specified; however, the Weld County Board Meeting begins at 9:00 a.m.,
and bids will be listed on the agenda. After the bids are read, an auction will be held and only the
persons having submitted the two highest sealed bids and anyone within 10% of the highest sealed
bid will participate in the auction.
It is understood that the Board of Weld County Commissioners reserves the right to reject any or

RE: Disposition of Property Located in S1/2 S1/2 of the NWI/4 of
COLORADO Section 23-2-67
Weld County has received a Treasurer's Deed for properties located in S1/2 S1/2 of the NW 1/4 of
Section 23,Township 2 North,Range 67 West of the 6th P.M. The are highlighted on the attached map.
A copy of the Treasurer's Deed is attached.
Also attached are copies of two letters which I sent to adjacent landowners. The letters suggest a
proposed disposition of the properties. My idea is to transfer ownership of the properties to those
adjacent landowners who want them and use them for access to maintained WCR 21. Each of the
owners to whom I sent the letters responded. Only one owner, Frank Hobbs, responded negatively. Mr.
Hobbs does not want to be a co-owner of the properties, nor does he want to be obligated for the payment
of taxes on the properties, even though the western most property provides access to his parcel(Parcel
No. 131123000043).
My recommendation is that the Board transfer by quit claim deed an undivided one-fifth interest to each
of the adjacent landowners,excluding Mr. Hobbs and his wife Marian. The properties will be deeded
without cost to the landowners. To do this, however,the Board will first need to put the properties up for
bid after advertisement as required by § 39-11-143(4)(a),C.R.S. If,for some reason,the County receives
a bid on the properties,they would then need to be sold to the bidder. If no bids are received,then the
properties are free to be transferred to the adjacent landowners.
