WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in regular
session in full conformity with the laws of the State of Colorado at the regular
place of meeting in the Weld County Centennial Center, Greeley, Colorado,
December 28, 1998, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Constance L. Harbert, Chair- EXCUSED
Commissioner W. H. Webster, Pro-Tem
Commissioner George E. Baxter
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
MINUTES: Commissioner Hall moved to approve the minutes of the Board of County
Commissioners meeting of December 23, 1998, as printed. Commissioner
Baxter seconded the motion, and it carried unanimously.
ADDITIONS TO
AGENDA: There were no additions to the agenda.
CONSENT AGENDA: Commissioner Baxter moved to approve the consent agenda as printed.
Commissioner Hall seconded the motion, and it carried unanimously.
PUBLIC INPUT: There was no public input.
WARRANTS: Esther Gesick, Deputy Clerk to the Board, presented the following warrants for
approval by the Board:
All Funds $119,287.00
Commissioner Kirkmeyer moved to approve the warrants as presented by Ms.
Gesick. Commissioner Hall seconded the motion, which carried unanimously.

BUSINESS:
NEW: CONSIDER AGREEMENT FOR SUPERVISED URINE COLLECTION
SERVICES AND AUTHORIZE CHAIR TO SIGN: Michael Muskin, District
Attorney's Office, stated this agreement is with the Restitution Center which will
provide urine collection services for Juvenile Diversion clients who need to be
tested for drug and alcohol problems. Commissioner Kirkmeyer moved to
approve said agreement and authorize the Chair to sign. Seconded by
Commissioner Baxter, the motion carried unanimously.
CONSIDER REAPPOINTMENTS TO GREELEY-WELD COUNTY AIRPORT
AUTHORITY: Commissioner Kirkmeyer moved to reappoint Bruce Stradley as
county representative and Commissioner Dale Hall, with terms to expire
December 31, 2000; and to reappoint Colvin Hanscome as joint representative,
with a term to expire December 31, 2002. Commissioner Hall seconded the
motion, which carried unanimously.
CONSIDER APPOINTMENT AND REAPPOINTMENTS TO REGIONAL
COMMUNICATIONS ADVISORY BOARD: Commissioner Webster read said
appointment and reappointments for the record. Commissioner Baxter moved
to approve said appointment and reappointments. Seconded by Commissioner
Hall, the motion carried unanimously.
CONSIDER REAPPOINTMENTS TO BOARD OF ADJUSTMENT:
Commissioner Webster read said reappointments for the record. Commissioner
Hall moved to approve said reappointments. Seconded by Commissioner
Kirkmeyer, the motion carried unanimously.
CONSIDER REAPPOINTMENTS TO UNIFORM BUILDING CODE BOARD OF
APPEALS: Commissioner Webster read said appointment and reappointments
for the record. Commissioner Baxter moved to approve said appointment and
reappointments. Seconded by Commissioner Hall, the motion carried
unanimously.
RESOLUTIONS AND
ORDINANCES: The resolutions were presented and signed as listed on the consent agenda. No
Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and
respectfully submitted by the Acting Clerk to the Board.
