INTRODUCTION AND SITE LOCATION
This traffic study examiner, the trip generation and potential transportation related
impacts associated with the proposed access to S.H. No. 66. The proposed access will provide
ingress and egress to the site for mining, processing and transportation of sand and gravel.
The sand and gravel pit is located on the South side of S.H. No. 66 in the Northeast and
Northwest Quarter of Section 28, Township 3 North, Range 67 West. The access point will be
approximately 1500 feet East of WCR 17. The site vicinity map is shown on Exhibit "A".
II. EXISTING ROADWAY AND STANDARDS
S.H. No. 66 is an asphalt paved highway and is a category R-H (Regional Highway) as
classified by C.D.O.T. Highway 66 is posted for 65 mph speed limit. According to the latest
traffic count at this location, Highway 66 has an annual average daily traffic of 4800 vehicles per
day with a percentage of single unit trucks of 4.8, and a percentage of semi-trailer trucks of 2.1.
The traffic volumes increase proceeding West of I-25, and decrease proceeding East to Platteville.
III. PROJECTED TRIP GENERATION

It is projected that the sand and gravel production operations will generate a peak of 400
trucks entering and leaving the site per day. The peak traffic trips would be during the 6 to 7
month construction season. The peak traffic volumes are controlled by business volumes, weather
conditions and seasonal shut downs. In addition to the haul truck traffic, there would be
approximately 20 to 30 trip generations for employees, service vehicles and light delivery trucks.
The estimated traffic split on Highway 66 would be 90 to 95 entering the site from the
West, and exiting the site to the West. This split is determined by location of the market demands
and service areas. Based on the traffic splits and daily site trips generated for a 10 hour
production day, the peak hour turning movements would be as follows:
1 1) Right turns from the West entering the site - 30 vph
2) Left turns from the East entering the site - 4 vph
�^ 3) Left turns exiting West onto Highway 66 - 30 vph
4) Right turns exiting East onto Highway 66 - 4 vph
IV. ALTERNATE HAUL ROUTES
An alternate haul route would be to access the site from WCR 17 and then haul North to
[ access Highway 66. Utilizing WCR 17 as the access point to Highway 66 creates functional and
safety problems. The distance between WCR 17 and the bridge over the St. Vrain Creek is not
sufficient to provide the required deceleration lane distance of 800 feet. In addition, the bridge
P" railing limits the left turn entering sight distance to less than the required 1105 feet. The area
along St. Vrain Creek is subject to Fog Conditions which will reduce sight distance for the WCR
17 access.

I V. PROPOSED IMPROVEMENTS
�* The proposed Highway 66 access would include a right turn ingress deceleration lane..
Since the projected peak hour left turn ingress is less than 10 vph, a left turn deceleration lane
with storage would not be required. The right turn egress acceleration lane is not specifically
required since the peak hour turning volume is less than 50 vph. The Plan and Profile for the
construction of the proposed Highway access is included in the back pocket of this report. The
construction of the access with the auxiliary lane will conform to C.D.O.T. Standard

Dear Sheri:
Attached to this Correspondence, please find the above submittal. Part I - Dust Abatement Plan,
incorporates comments from Troy Swain's memorandum of 25 May 1999.
Part L- Landscape Plan is on two sheets. The design of the dimensional berm on sheet 2 of 2
focuses on better shielding the Wilson property from operational impacts. The intents to break
up the visuals without forming a wail like enclosure. A higher life zone was utilized to add
interest, color and contrast to the more common and mature species already prevalent in the
surrounding area. The berm provides micro-environment to facilitate survival and growth of
selected species, and is non-geometrical to better imitate natural environs. Finally, willow was
not included in the mix, however, if the lower drainages remain wet enough via natural
precipitation, I expect some invasion will complement the selected mixture. I hope everyone will
be pleased with it.

PARTICULATE EMISSIONS CONTROL PLAN for the Kurtz Resource Recovery and
Land Development Project- Sand Land, Inc. - USR 1219
1 . Generally, extraction will occur while soil and overburden are moist, not dry.
As extraction depth increases, moisture will increase with decreasing
distance to the natural ground water table. Adequate soil moisture will be
maintained in soil and overburden to control emissions during removal.
Watering will implemented where necessary.
2. To the extent possible, soil and overburden stockpile(s) will be oriented
parallel to the prevailing winds. Stockpile profiles will be comparatively
gentle with 3h:lv slopes to facilitate seeding for establishment of stabilizing
cover. Soil and overburden stockpiles will be compacted and
revegetated within one year.
3. Crushers and screen decks located at this site shall be operated with water
spray bars except when there is sufficient moisture in the materials to
minimize fugitive particulate emissions. Emissions from material handling
(i.e., removal, loading, and hauling) shall be controlled by watering
where natural moisture is insufficient to control emissions.
4. Water trucks shall be used as necessary to keep all internal access roads
stable during operations. Should vehicles access the location along homes
excepted out of the permit near the center of the property, water trucks
or other dust suppressants will be utilized as appropriate on an as needed
basis. Vehicle speed on unpaved roads and disturbed areas shall not
exceed a maximum of 30 m.p.h. Speed limit signs shall be posted.
5. MSHA regularly inspects operations of this nature for impacts to health,
safety and welfare, including speed, dust, noise, etc. Unpaved haul roads
shall be watered as often as needed to control fugitive particulate
emissions.
6. Concurrent extraction and reclamation will aid in maintaining the site in
stable condition while keeping the total disturbed areas at any one time
to a minimum, as provided for in the approved permit. Since the
topography is flat, internal operations will generally be below the original
ground surface, minimizing detachment and transportation of particulates
due to wind.
7. An Air Pollution Emissions Notice has been applied for with the Colorado
Department of Public Health and Environment and will be forwarded to
Weld County Planning upon receipt. Material stockpiles shall be watered
as needed to control fugitive particulate emissions. Aggregate materials
shall be sprayed with water as needed during loading into the storage
bins or stockpiles.
8. Plant entryway, truck service roads, and concrete batching areas shall be
graveled. Watering shall be implemented if emission guidelines, below,
are not met:
a. Mining Activities - visible emissions not to exceed 20%. No off-
property transport of visible emissions.
b. Haul Roads - No off-property transport of visible emissions shall
apply to on-site haul roads, the nuisance guidelines shall apply to
off-site haul roads.
c. Haul Trucks - No off property transport of visible emissions except
that when operating off the property of the owner or operator, the
applicable guidelines shall be no off-vehicle transport of visible
emissions.
