Weld County Commissioner Barbara Kirkmeyer was the guest speaker at the
Weld County Council's April third meeting at the Eaton Town Hall. Mayor Charles Hoff
of Ault and Town Trustees from both Eaton and Ault were present. Commissioner
Kirkmeyer shared the current practice of the Weld County Commissioners' negotiating
Intergovernmental Agreements between government entities. The agreements provide
a basis for cooperation between government entities for land use planning, growth
management, and the provision of services or facilities. Furthermore, the
Intergovernmental Agreement (IGA) process has proven to be a practical solution that
can be applied to a wide range of governmental functions such as: law enforcement,
emergency services, communications, water testing, and road maintenance. She said
the major benefit of cooperation between governments is economic, and she cited the
City of Greeley and Weld County's Communication Services as an example.
A Report to the People for the first quarter of 1996 was adopted. It will be
published during April. The twentieth anniversary of Weld County's Home Rule charter
and the Weld County Council was discussed. The Council is pursuing contacting all
members of the Weld County Home Rule Charter Commission and former members of
the Weld County Council. An updated mailing list is being established for use in
commemorating the Charter and the Council's twentieth anniversary. Former members
are requested to contact the Weld County Council secretary at 356-4000 ext. 4780 for
inclusion on the list.
The Council reviewed the history of the County Commissioners' salaries along
with facts regarding the salaries of Commissioners' in comparable counties. As
mandated by the Home Rule Charter, the Council will continue the process of setting
the Commissioners' salaries at its next meeting in Erie, CO, May first.
