HomeMy WebLinkAbout952245.tiffRESOLUTION RE: APPROVE 1996 VOCA STATEMENT OF GRANT AWARD BETWEEN DISTRICT ATTORNEY AND COLORADO DIVISION OF CRIMINAL JUSTICE AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a 1996 VOCA Statement of Grant Award between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the District Attorney's Office, and the Colorado Division of Criminal Justice, with terms and conditions being as stated in said award, and WHEREAS, after review, the Board deems it advisable to approve said award, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the 1996 VOCA Statement of Grant Award between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the District Attorney's Office, and the Colorado Division of Criminal Justice be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized to sign said award. Grant activities must be based on the approved budget in this document and grantactivity must be based on theapproved objectives in the attached grant application. The subgrantee-must secure prior written approval from the Division of Criminal Justice if there is to be a change in any budget category. 2. TheT'inancial Officer of the project must be provided a copy of this document _in order to adequately prepare the necessary financial reports. 1. Review carefully the Certified Assurances and Standard Conditions contained on pages 16 through 20 of the attached grant application. 4. Review carefully the Administrative Uuideaccompanying this Statement of Grant Award. The Administrative Guide includes procedures regarding this document, procedures for requesting grant funds and procedures for quarterly reporting. 5. This grantaward maybe voided without further cause if it is not signed by the Authorized Official and returned to the Division of Criminal Justice within 45 days of the slate of issuance. 6. The signature of the Authorized Official below should be the same as the one on page 21 of the attached grant application. If there has been axhange in the Authorized Official,_please submit DCJ Form 4B with this -document or a lettersostating. 7. Thesubgranteemust notify the Division of Criminal -Justice, in writing, of any changes in the Project Director,Financial Officer or Authorized Official. Standard Conditions: 1) Commencement within 60Days. If a project is not operational within 60 days olthe original -starting date of the grant period, the subgrantee must report byletter to the Division of Criminal Justice the steps taken to initiate the project, the reasons for delay, and the expected starting ate. 2) Operational Within 90 Days. Ifa project is not operational within 90 days of theoriginalstarting date of the grant period, the subgrantee must submit a second statement to the Division of Criminal Justiceexplaining the implementation delay. Upon -receipt of the 90 -day letter, the Division of Criminal Justice may cancel the project, or where extenuating circumstances warrant, extend the implementation date of the project past the -90-day period. 3) When issuing statements, press releases, requests for proposals, -bid solicitations, and other documents describing projects or programs funded in whole or in part with federal money, -all subgrantees receiving federal funds, including but not limited to state and local governments, shall clearly state (1) the percentage of the total cost of the program or _project which will be financed with federal money, and (2) the _dollar amount of federal funds for the project or program and (3) use the phrase: ..."through theDivision of Criminal Justice, ColoradoDepartment of -Public Safety." 4) Either party may terminate the grant with thirty days written -notice of intent to cancel or terminate. The grant may be terminated if the -services are not satisfactorily performed by thesubgrantee or if it is in the best interest of the State of Colorado to terminatethe grant. If the grant is terminatedby either the subgranteeor the State, the subgrantee shall be paid a prorated amount based on the -number of days of project operation prior to the date of termination. Any equipment purchased under this grant would revert to the Division of C-riminal Justice upon termination of thegrant. 5) Federal funds for this grant award expire _September 30, 1996. Therefore, no grant extensions are possible. Unexpended funds remaining on September 30, 1996, must be -returned to the Division of Criminaliustice. Haffner District Attorney's Mice DATE: October 23, 1995 SUBJECT: Signature needed on two forms for VOCA Grant Award Our 1995-96 VOCA (Victims of Crime Act) Grant has been approved in the amount of $5,087. This amount provides 20% of personnel expense for Ms. Travis Niehaus, Community Counselor II, in the Victim Assistance Office. As you will note on page 21 of the white copies, I presented this grant request to the Weld County Board of Commissioners during April, 1995. All signatures required from Weld County officials were obtained at that time. At this time, I am requesting your signature on both the blue copy and the white copy of the approved grant request as you are the designated "Authorized Official." Please keep the copies intact as they are presented to you (per instructions from Division of Criminal Justice). I must return both the blue and white copies to DCJ for their signatures. Then the white copy will be returned to me as my 1995-96 VOCA Contract with DCJ. I can provide a copy to you at that time if you so require. Please contact me at ext. 4730 when you have had an opportunity to sign both forms. I will pick them up and return them to the Division of Criminal Justice for their signatures.
