RE: APPROVE REQUEST TO SUBMIT AN APPLICATION WITH THE HIGH PLAINS
HOUSING DEVELOPMENT CORPORATION FOR NEW CENTURY ENERGY
FOUNDATION FUNDS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a request to submit an application with
the High Plains Housing Development Corporation from the County of Weld, State of Colorado,
by and through the Board of County Commissioners of Weld County, on behalf of the Weld
County Housing Authority, to the New Century Energy Foundation, with terms and conditions
being as stated in said request, and
WHEREAS, after review, the Board deems it advisable to approve said request, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex -officio Housing Authority Board, that the request to submit an
application with the High Plains Housing Development Corporation from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Weld County Housing Authority, to the New Century Energy Foundation be, and
hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 24th day of November, A.D., 1997.

As discussed at the Housing Authority Work Session of November 17, 1997, Public Service, —

Company has created a new foundation which provides funding for affordable housing. Up to
$50,000 is available to non profit (Section 501 C-3) agencies.
High Plains Housing Development Corporation, will be utilized as the applicant agency. We are
requesting that the Weld County Housing Authority be included in High Plains application. The
projects will request $50,000 for the following activities:
1. Housing Rehabilitation funds to supplement our existing housing rehabilitation
program for four units at a cost of $23,000.
2. Down Payment Assistance for First-time Home Buyers for four borrowers of $16,000.
3. Homeownership Education Program at a cost of $11,000
All beneficiaries of the programs must have incomes of no more than 80 per cent of the median
income for Weld County. The application deadline is December 15, 1997.
Staff is recommending that the Weld County Housing Authority be included in High Plains
Housing Development Corporation's application to the New Century Energy Foundation
