RE: APPROVE PROPOSAL TO PRESENT ADVANCED FIELD TRAINING SEMINARS
FOR WELD COUNTY SHERIFF'S OFFICE AND AUTHORIZE CHAIR TO SIGN -
NATIONAL INSTITUTE OF ETHICS, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Proposal to Present Advanced Field
Training Seminars to the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Weld County Sheriff's Office, from the
National Institute of Ethics, Inc., with further terms and conditions being as stated in said
proposal, and
WHEREAS, after review, the Board deems it advisable to approve said proposal, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Proposal to Present Advanced Field Training Seminars to the
County of Weld, State of Colorado, by and through the Board of County Commissioners of
Weld County, on behalf of the Weld County Sheriff's Office, from the National Institute of
Ethics, Inc., be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said proposal.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 22nd day of September, A.D., 1999.

Statement of Scope of Services

POE hereby s into said Contact with AGENCY ibrsm'vices as described below:
National Institute of Ethics(NIE)
ME will provide necessary written materials and supplies (Including an outstanding participant man-
ual, pen, pencil,color highlighter, ethical decision-making card, instructor Trio and name card for each
participant).
NIE will present One 3 day Advanced Held Training Seminar for 35 participants and one 2 day Ad-
vanced Field Training for Sergeants Seminar for 35 participants of exceptional instruction. The semi-
nar date MO be held January 3-5 and January 6-7,2000.
AGENCY will provide an adequate classroom setting,along with use of AV equipment as needed by in-
structor.
If AGENCY is not able to provide total fee and expenses for the course they request,they may go out-
side their agency to fill the remaining seats. Thus,they may market the course for ow regular individ-
ual fee of$295.00 per student for the three course and $245.00 per student for the two day course,
pay NIE the contract fee and expenses,leaving the remaining Income to be put back Into their depart-
ment. /(<c.,r?
AGENCY will pay a Course fee of 300.00,* which includes the Instructors Airfare and hotel accom-
modations. Seminar fees are due and payable 07 days prior to course or 07 days after each course. *
(The Institute is unable to bend this mule due to its funding unless prior agreement is made with NIE's
finance department.)
AGENCY agrees to hold harmless and indemnify NIE, Its Instructors and employees, from and against
any and all actions, stilts, damages, liability or other proceerings which may arise as a result of per-
forming services reflective of ME training. Agency shall neither hold harmless nor indemnify NIE for
any such claims for arising from or caused by the negligence or willful acts or omissions of NIE,its em-
ployees or agents. Furthermore,Agency's obligation hereunder is subject to and contingent upon NIE
providing to Agency notice of any and all claims) upon which NIE will rely upon this indemnification,
within 30 days of learning of the claim(s).
Termination Provision::
If cancelled 2 weeks prior to course and not rescheduled within 2 months the cancellation fee is
$1,000.00.

Six weeks prior to the course, questionnaires provided by The National Institute of
Ethics and documentation front attendees will be assessed by The National Insti-
tute of Ethics to determine leadership training needs. This process is conducted
upon request,if practical.
