WCR 27 (83rd Avenue) is designated as an Arterial, which requires a total right-of-way of 100 feet. An additional 20 feet dedication is necessary (50 feet from centerline). All set backs will be measured from the future right-of-way line. 2. The applicant indicated that an asphalt and concrete batch plant will be built on the site. The designated haul route for these facilities are as follows: a) From the entrance to WCR 27 north to and including the "O" Street intersection. b) From the entrance south to Business US 34. The applicant needs to enter into a Road Improvements and Maintenance Agreement on the haul route with Weld County due to the additional heavy hauling use at the proposed facility. 3. The applicant also needs to install acceleration and deceleration lanes on to WCR 27 to accommodate truck traffic in both directions. The ADT count taken on August 19, 1996, indicated that these lanes are necessary. The ADT count on WCR 27 was 1,507, and the ADT count on WCR 64 was 1,379. 4. Any utility work done within Weld County's right-of-way will require a permit. Please contact Don Somer, 356-4000, Ext. 3750 prior to any construction. 5. I would like the applicant to place on the mylar the detail of the entrance identifying the acceleration and the deceleration lanes with lengths and tapers to accommodate tractor-trailer traffic. 6. On Exhibit C,Pre-Mining Plan,the typical lake shore section needs to be corrected to reflect the 25 foot set-back from the future right-of-way line, not to be confused with the property line. During the relocation of the existing water line, a fire hydrant should be placed at the entrance to the operation. The hydrant shall be easily accessible to fire trucks for use in fighting fires inside of the facility. The hydrant shall be a Mueller, Dry Barrel, with two 2 1/2 inch ports and one 4 1/2 inch port. The threads shall be National Standard Thread. If a hydrant can not be installed due to the lack of water, then an alternate means shall be proposed by the operator to meet water flow requirements for fire fighting operations. Final acceptance of the proposed facility will be contingent upon installation of the fire hydrant or alte water supply and inspection by this office. This office is aware of this activity. Mr. Eric Berg has been informed on behalf of Tuttle Applegate, Inc. for the Hall-Irwin Construction Co. of the need for a Department of the Army permit for this project and is acting accordingly. Please be advised that the U.S. Fish and Wildlife Service (USFWS) has determined that the Ute ladies' tresses orchid, Spiranthes diluvialis, may occur in seasonally moist soils and wet meadows near springs, lakes, or perennial streams and their associated flood plains below 6,500 feet elevation in certain areas of Colorado. This plant species is now officially listed as threatened under the Endangered Species Act. For projects in specific areas, a survey for this plant species, approved by the USFWS, will be required before the Corps of Engineers can issue authorization for work within waters of the United States. I have attached a copy of a November 23, 1992 letter from the USFWS outlinning this requirement and a list of recognized Spiranthes diluvialis consultants.
