TOTai_ February 25, 1999 Dale Hall, Chairperson Weld County Board of Commissioners 915 10`h Street Greeley, CO 80631 Dear Mr. Hall: The Left Hand Water District recently received conditional approval from Boulder County, under Boulder County's 1041 Activities of State Interest Review, to build a large water transmission line to serve the District's eastern service area in Boulder and Weld counties. The conditions of service included the establishment of a Weld County/Boulder County Impact Zone within Weld County. This Zone extends in the District's boundaries north from Highway 52 , and east from the Boulder County/Weld County boundary line one mile within the District's Weld County service area. The District will be unable to extend lines and serve within this area, from the approved transmission line, until such time as the type or level of land use in that zone is determined, and Boulder County can then assess the planning impacts from future development. The District is interested in facilitating communication among all parties with interests in the eastern service area of the Left Hand Water District. As a first step, we would like to have the opportunity for members of our board and staff to meet with the Weld County Commissioners to review the District's Master Plan for service to the Mixed Use Development zone, and the planning issues surrounding the development of this Weld County/Boulder County Impact Zone.
