OPERATE A SMALL DELIVERY COMPANY WITH WAREHOUSING FOR CUSTOMERS
AND RECREATIONAL VEHICLE STORAGE IN THE A (AGRICULTURAL) ZONE
DISTRICT - B.F.Y., LLC, DBA KANGAROO EXPRESS
A public hearing was conducted on November 13, 1996, at 10:00 a.m., with the following present:

Commissioner George E. Baxter, Pro-Tem
Commissioner Dale K. Hall
Commissioner Constance L. Harbert
Commissioner W. H. Webster

Planning Department representative, Kern Keithley
The following business was transacted:
I hereby certify that pursuant to a notice dated October 28, 1996, and duly published October 31,
1996, in the North Weld Herald, a public hearing was conducted to consider the request of B.F.Y.,
LLC, dba Kangaroo Express, for a Site Specific Development Plan and Special Review
Permit#1130 to operate a small delivery company with warehousing for customers and recreational
vehicle storage in the A (Agricultural) Zone District. Lee Morrison, Assistant County Attorney,
made this a matter of record. Kern Keithley, Planning Department representative, presented a brief
summary of the proposal and noted a Special Review Permit previously issued to Martin
Exploration on the subject property must be vacated. She then entered the favorable
recommendation of the Planning Commission into the record as written with the following
exceptions, as indicated by the Mountain View Fire Protection District: 1) Delete Conditions of
Approval#2.E. and#2.F.; and 2) Add Development Standard#7 requiring all palletized storage be
maintained at floor level. Robert Heil represented the applicant and stated this operation is for a
small delivery business. He explained rather than continue renting its current business site, B.F.Y.,
LLC, has decided to buy the subject property to operate its business. Mr. Heil confirmed all
Conditions of Approval and Development Standards, including the amendments recommended by
staff, are acceptable. No public testimony was offered concerning this matter. Commissioner
Webster moved to approve the request of B.F.Y., LLC, dba Kangaroo Express, for a Site Specific
Development Plan and Special Review Permit #1130 to operate a small delivery company with
warehousing for customers and recreational vehicle storage in the A (Agricultural) Zone District,
based on the recommendations of the Planning staff and the Planning Commission, with the
Conditions of Approval and Development Standards as amended and entered into the record. The
motion was seconded by Commissioner Hall, and it carried unanimously.
