HomeMy WebLinkAbout981788.tiff WELD COUNTY MINUTES COMMISSIONERS WELD COUNTY COUNCIL 11798 SFp 21 RI 12: 51 August 18, 1998 Tapes #107AB98 & #108AB98 CLERK TO THE BOARD The Weld County Council met in a regular session in full conformity with the Weld County Home Rule Charter at the Milliken Town Hall Tuesday, August 18, 1998, 7:30 p.m. ROLL CALL: The meeting was called to order by President Judy Curtis. Vice President Dan Oster, Councilman Ralph Campbell, Councilwoman Pam Malcom, and Councilman Al Roberts were present, constituting a quorum of the members. Also present: Vickie Martin and the Council secretary, Bev Thomas APPROVAL OF MINUTES: Councilwoman Pam Malcom made a motion to approve the July 21, 1998 meeting minutes. Vice President Oster seconded the motion and it was approved unanimously. APPOINTMENTS: Councilman Dan Oster and Councilman Roberts will try to attend the September 14, 1998 Elected Officials Meeting. CORRESPONDENCE: The Council reviewed the correspondence. UNFINISHED BUSINESS: Setting Weld County Coroner's Salary Three motions were made to set the Weld County's Coroner's salary and lacking seconds the motions failed. Councilwoman Pam Malcom made a motion that the Coroner's salary be set at $46,000 for the years 1999, 2000, 2001, and 2002. Councilman Ralph Campbell seconded the motion. The President called for a roll call vote and the motion carried with the following vote. Councilman Ralph Campbell, Councilwoman Pam Malcom, and Vice President Oster voted yes. President Judy Curtis and Councilman Roberts voted no. Salaries for Weld County Assessor, Clerk/Recorder and Treasurer Councilman Ralph Campbell made a motion that the Weld County Assessor, Clerk/Recorder, and Treasurer's salaries be set at $48,000 for the years 1999, 2000, 2001 , and 2002. Councilwoman Pam Malcom seconded the motion. Councilman Al Roberts called for a roll call vote. President Judy Curtis, Vice President Oster, and Councilman Al Roberts voted no. Two motions were made regarding the proposed salaries for the Weld County Assessor, Clerk/Recorder, and Treasurer. The motions died as they were not seconded. Councilwoman Pam Malcom made a motion that the salaries for the Weld County Assessor, Clerk/Recorder, and Treasurer.be set at $46,000 for the years 1999, 2000, 2001 , and 2002. Councilman Al Roberts seconded the motion. President Judy Curtis called for a roll call vote. The motion carried with the following vote. President Judy Curtis, Councilwoman Pam Malcom, Vice President Oster, and Councilman Al Roberts voted yes. Councilman Ralph Campbell voted no. Setting Salary for Weld County Sheriff Councilwoman Pam Malcom, who is also the wife of a Sheriffs Department employee, stated that she would abstain from participation in any discussion regarding the salary of the Weld County Sheriff to avoid any possible conflict of interest. Two motions were made to set the salary of the Weld County Sheriff. The motions died as they were not seconded. Councilman Ralph Campbell made a motion that the salary of the Weld County Sheriff be set at $50,00 for the years 1999, 2000, 2001, and 2002. Councilman Dan Oster seconded the motion. Councilman Ralph Campbell called for a roll call vote. The motion carried with the following vote. Councilman Ralph Campbell, President Judy Curtis, and Councilman Dan Oster voted yes. Councilman Roberts voted no. Councilwoman Pam Malcom abstained. Setting Salary for Weld County Commissioners Councilman Ralph Campbell made a motion that the Weld County Commissioners' salaries for the years 2001 and 2002 be set at $48,000. Councilwoman Pam Malcom seconded the motion. President Judy Curtis called for a roll call vote. The motion carried with the following vote. Councilman Ralph Campbell, Councilwoman Pam Malcom, and Councilman Roberts voted yes. Vice President Oster voted no. President Judy Curtis abstained. 951711 Weld County Council Minutes August 18, 1998 Page 3 of 4 NEW BUSINESS: Possible Conflict of Interest Letter from Commissioner Harbert The Council discussed the August 3, 1998-letter received from Commissioner Harbert regarding a possible conflict of interest. Councilman Ralph Campbell made a motion that the Council send Commissioner Harbert a letter requesting more information about her possible conflict of interest. The Council would then be better prepared to make a decision at its September 15, 1998 Council meeting regarding the possible conflict of interest. Councilman Roberts seconded the motion. Councilman Ralph Campbell made a motion to amend the motion to include the following questions in the letter to Commissioner Harbert. Who is on the Board of Directors of High Plains Housing Development Corporation and how was each of them appointed? To whom does the High Plains Housing Development Corporation Board report? What is the source of the money that High Plains Housing Development Corporation distributes? How much money does High Plains Housing Development Corporation distribute and on what schedule is the money distributed? Annually? Biannually? Quarterly? What are the criteria to be eligible to receive money from High Plains Housing Development Corporation? Does High Plains Housing Development Corporation distribute money for homes in municipalities as well as for homes in non incorporated areas? Please send to the Weld County Council meeting minutes from High Plains Housing Development Corporation dealing with the contract for Gerardo Ramos and Maria Isabel Gutierrez. Please distinguish the difference between "a contract with High Plains for home ownership assistance" and "specific grants by High Plains." Commissioner Harbert, are you in a position to influence the decisions made by the Board of High Plains Housing Development Corporation. Councilman Roberts seconded the motion to amend the motion by including the listed questions. ggl7gY Weld County Council Minutes August 18, 1998 Page 4 of 4 Councilman Ralph Campbell called for the question regarding the amendment. The amendment carried. Councilman Ralph Campbell called for the question on the motion and requested a roll call vote. The motion carried with the following vote. Councilman Ralph Campbell, Councilwoman Pam Malcom, and Councilman Al Roberts voted yes. President Judy Curtis and Vice President Oster voted no. Councilman Roberts made a motion that the High Plains Housing Development Corporation be sent a letter requesting a response to the same list of questions with the exception of the two questions directed specifically to Commissioner Harbert. High Plains Housing Development Corporation would also be asked to respond to the Council by September 15. Councilman Ralph Campbell seconded the motion and it carried. Payment of the Bills Vice President Oster made a motion to pay the following bills: Mileage for Councilman Ralph Campbell $22.14 Mileage for President Judy Curtis $30.78 Mileage for Vice President Dan Oster $12.96 Mileage for Councilman Al Roberts $16.74 Mileage for Councilwoman Pam Malcom $5.40 Mileage for Bev Thomas $6.48 Office Supplies for Bev Thomas $8.75 Platteville Herald Legal Notice Invoice $4.88 Councilman Ralph Campbell seconded the motion and it carried unanimously.
