Orr April 28, 1997 Thank you for having the applicant provide additional information required by the Public Works Department. This information was received on April 25, 1997, and it will be included in the packet. Currently, there are two houses and one trailer on the property and a main access from WCR 18. These facilities will be separated by an eight foot chain link from the proposed storage facility. The applicant has indicated a proposed access 175 feet east of the existing access to accommodate the new facility. There should be adequate storage space between WCR 18 and the proposed gate to store at least one Ryder -type truck or a truck and a trailer. This would avoid staging vehicles on WCR 18 until the gate can be open. The applicant has addressed the item on recycled asphalt being utilized to keep vehicles out of the mud. Drainage from the facility will be routed towards the grassy area that surround the rest of the property and ditches bordering the property. The proposed access to the property should be at least 24 feet wide with 40 foot radiuses to WCR 18. The recycled asphalt driveway should be wetted, compacted, and rolled to provide adequate access to the new facility. Environmental Protection Services has reviewed this proposal; the following conditions are recommended to be part of any approval: 1. All liquid and solid waste shall be stored and removed for final disposal in a manner that protects against suface and groundwater contamination. 2. No Permanent disposal of waste shall be permitted at this site. 3. Fugitive dust shall be controlled on this site. 4. The maximum permissible noise level shall exceed the commercial limit of 60 db (a) as measured according to 25-12-102, Colorado Revised Statutes. 5. According to the applicant, patrons and employees of the site will use the restroom located in the existing shop building. The existing septic system (permit No. G-889075) shall be reviewed by a Colorado Registered Professonal Engineer. The review shall consist of observation of the system and a technical review describing the system ability to handle the proposed hydraulic load (including patrons and employee usage). The review shall be submitted to the E.P.S Division of the W.C. Health Department. Based on our review, we have the following concerns: SOIL LIMITATIONS **************** This facility is located on soils with moderate limitations to the construction of roads and streets. Both the Weld and Colby soils found here have low strength. In addition, pavement on the Weld soil will be subject to heaving from frost action and expansive soils. REVEGETATION ************ According to the applicant, a grass seed mix will be used to control erosion on most of the areas between barns. We are including a recommended mix of native perennial grasses and instructions for planting for the applicant's use. These grasses are well adapted to the site and should provide long-term erosion control. TRASH DISPOSAL ************** The existing foundation in the west row of barns is currently being used to store construction debris. Once the storage barn is constructed, this debris should be hauled away for disposal in a landfill or recycled. Thank you for giving us the opportunity to comment on this matter. Sincerely, Tony Waldron Southeast Weld Soil Conservation District Weld County Planning Dept, MAY 1 5 1997 9'71.2..2 RECOMMENDED PRACTICES FOR GRASS SEEDINGS COVER CROP: If possible, plant a cover crop of long season grain sorghum, or forage sorghum from mid -May to mid - June before planting grass during winter. This cover will hold the soil and grass seed in place while the grass becomes established. Mow the cover crop before physiological maturity is reached to a height of 12" to 18" to prevent sorghum seed from sprouting next summer. Seeding rates should be eight pounds per acre on sandy soils and 15 pounds per acre on clay soils. Planting should be done from northeast to southwest if possible, or west to east if not. PLANTING: Sometime between November 1 and April 30 when the ground is unfrozen, plant the grass 1/4 to 3/4 inches deep in 7" to 12" rows. Use a grass drill equipped with an agitator box, depth bands, and double disc furrow openers with the drop tube placement directly between the disks. MULCHING: New seedings not planted into a cover crop should be protected by a mulch of 4000 lbs. per acre weed -free native grass hay crimped into the soil surface. Crimping the hay into the soil surface will help prevent it and the grass seed from blowing away. It will also slow evaporation which will leave more water for seed germination, and retard weed germination and growth. WATER EROSION: Mulching may not be enough to prevent erosion on steep slopes or in areas of periodic water flow. In these areas, install silt fences perpendicular to the direction of water flow. This will help to prevent water from building up enough force as it flows to wash out the mulch or grass seed. FERTILIZER: Because many weed species emerge before the grass will, any fertilizer applied will be utilized by the weeds, making them even more competitive. No fertilizer is recommended for native grass seedings in this area. WEED CONTROL: Until the grass seedlings have reached a five leaf growth stage mowing is the preferred method of weed control. Mowing off the tops of the grass plants should be avoided. Timeliness of any weed control option is essential. Contact Colorado Cooperative Extension Service for herbicide recommendations, or NRCS for the best time for mowing operations. Weeds will need to be controlled with mowing or herbicides until the grasses are established, usually the first four years after planting. Once established, the grass can withstand heavy traffic or grazing.
