TO .- Dear County Clerk: Thank you for sending me a copy of your home rule charter and I have enclosed a check for the amount requested. I hope you don't mind me pointing out something that is in your charter that you may want to consider. Under article III, section III, titled Qualifications of Members, seems to be very vague. You might want to consider at least adding "must be a registered voter". You may also want to consider whether the candidate has resided within the county and maybe within the districts for'at least a year' or more. One last pointer, it is possible to get a candidate elected as young as 18 years of age the way you have it set up. To some communities it may be considered acceptable to have some one as young as 18, but other areas may wish to have some a little older. I know of someone who ran for City Council at age 19 and won a seat in the election, because all that the charter required was to be a registered voter, to reside in the city limits for at least a year, and apparently the community accepted him. He did turn out ok, he was mature enough to handle the job, but some areas may not want to take that risk, but I have also seen some 30 and 40 year olds that can be very immature for being so called adults. An age limit is not really an issue unless the area feels like it should be. My apology if I over stepped may boundaries by commenting on your charter, especially considering that I'm an outsider, but I do appreciate receiving a copy. Thanks again.
