Hall, Chairman Commissioner Barbara J. Kirkmeyer, Pro-Tem Commissioner George E. Baxter Commissioner Constance L. Harbert - EXCUSED Commissioner W. H. Webster Also present: Acting Clerk to the Board, Shelly Miller Assistant County Attorney, Lee Morrison Planning Department representative, Shani Eastin The following business was transacted: I hereby certify that pursuant to a notice dated December 12, 1994, and duly published December 22, 1994, in the Windsor Beacon, a public hearing was conducted to consider the request of Norman and Mary Ann Barnes for a Site Specific Development Plan and Special Review Permit for an Agricultural Irrigation Business in the A (Agricultural) Zone District. Lee Morrison, Assistant County Attorney, made this a matter of record. Shani Eastin, Planning Department representative, entered the favorable recommendation of the Planning Commission into the record as written, including four Conditions of Approval and fourteen Development Standards. Ken Dell, Rocky Mountain Consultants, Inc., represented the applicant and stated the applicants own 77 acres west of Weld County Road 19, which is zoned Agricultural. He explained the Barnes desire to start a small irrigation business to sell equipment and do repairs for agricultural purposes. Mr. Dell stated the business would operate only five months per year, from April through August, and an existing building will be converted into a shop. He stated the business will be operated by Mr. and Mrs. Barnes, with no other employees and, based on the applicants' experience with their business in Boulder County, the business will not generate more than two trips per day since much of the repair work is done offsite. Mr. Dell noted the location of the existing trees screening the storage area, which satisfy Condition of Approval #3 concerning a screening plan. He also noted all Conditions of Approval and Development Standards are acceptable. Ms. Eastin confirmed a letter including the screening plan, dated December 29, 1994, was submitted and satisfies Condition of Approval #3. No public testimony was offered concerning this matter. Commissioner Kirkmeyer moved to approve the request of Norman and Mary Ann Barnes for a Site Specific Development Plan and Special Review Permit for an Agricultural Irrigation Business in the A (Agricultural) Zone District, based on the recommendations of the Planning staff and the Planning Commission, with the Conditions of Approval and Development Standards as entered into the record.
