N2 of Section 30, Township 06 North, Range 65 West Environmental Protection Services has reviewed this proposal; the following conditions are recommended to be part of any approval: 1. All liquid and solid wastes shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 4. The maximum permissible noise level shall not exceed the commercial limit of 60 db(A), as measured according to 25-12-102, Colorado Revised Statutes. 5. Any existing septic system(s) which is not currently permitted through the Weld County Health Department will require an I.S.D.S. Evaluation prior to the issuance of the required septic permit(s). In the event the system(s) is found to be inadequate, the system(s) must be brought into compliance with current I.S.D.S. regulations. 6. Adequate toilet facilities shall be provided for the public. 7. All construction activities that disturb more than five (5) acres will be required to obtain a stormwater discharge permit from the Colorado Department of Health, Water Quality Control Division. Hodges, Current Planner Due Don Carroll, Administrative Coordinator Case No. AM USR-764, Monfort site specific development plan and special review permit December 28, 1994 I have reviewed the application and have one additional comment: Item No. 25 on the review questionnaire deals with storm water drainage. The existing USR for the Monfort corporate site is continuing to grow with future office facilities. The applicant is indicating the storm water drainage will be contained on Monfort property and allowed to drain away through natural drainage and borrow ditches. The corporation owns the entire section to handle the drainage. The applicant may look at developing a retention pond in the southwest corner of the corporate area north of the No. 2 lateral to collect and release all storm water run-off from the asphalt parking lots, future offices and existing buildings. Since your Planning Commission meeting is scheduled for February 7, and since it is too late for the Greeley Planning Commission to consider the case prior to that meeting, I am writing this letter to let you know that the Planning Staff does not expect the Greeley Planning Commission to have concerns about the proposal, based on the information submitted. I still plan to submit the referral to the Greeley Planning Commission as soon as the additional information is received. I hope I can get you an official recommendation from the Planning Commission prior to the County Commissioner's consideration of the case. Please let me know if you have any questions or comments. Adler Planner II FEB 1 ' 1995 950657 PLANNING COMMISSION SUMMARY ITEM: PROJECT: Weld County Referral for an Amended Special Review Permit to Allow an Office Expansion Monfort, Inc., Office Expansion LOCATION: South of Weld County Road 66, Approximately .25 Mile East of Weld County Road 37 APPLICANT: Monfort, Inc. PLANNING COMMISSION HEARING DATE: February 14, 1995 PLANNING COMMISSION FUNCTION: Review the proposal and determine compliance with the Greeley Comprehensive Plan and make a recommendation to the Weld County Planning Commission. PROJECT OVERVIEW AND BACKGROUND: This application proposes additions to four existing office buildings, the addition of a double -wide mobile home for alcohol and drug testing, and the construction of a new 3,000 -square foot office building. The alcohol and drug testing structure is proposed to be 800 square feet. The construction is all planned at the existing Monfort corporate site. More than adequate parking has been provided on the site. The site is located outside of the City's Long -Range Expected Growth Area. The Long -Range Expected Growth Area and city limit boundaries are shown on Attachment A. The site is within the area which the City plans to cover under an intergovernmental agreement with Weld County. The City expects to ask Weld County to impose City standards in the area specified under the intergovernmental agreement. Since the mobile home would not be allowed under City zoning, except in areas zoned for mobile homes, a condition of approval will require the mobile home to be removed upon annexation. SITE DATA: Surrounding Zoning Land Uses of Adjacent Properties Weld County Agricultural North - Agricultural Production, Oil and Gas Production, Rural Residence South - Agricultural Production East - Pasture, Agricultural Production West - Agricultural Production 950657 24 Acreage Current Use of the Property KEY ISSUE: 28 Acres (more or less) Monfort Corporate Facilities Does the proposed addition of buildings to the Monfort corporate facility comply with the policies of the City of Greeley Comprehensive Plan? ANALYSIS: The Comprehensive Plan does not address this type of development outside of the City's Long -Range Expected Growth Area. However, the Comprehensive Plan does encourage compatibility of adjoining land uses. The addition of the proposed office space and drug and alcohol testing space will be compatible with the existing site. As has been determined by the County and by the City in previous reviews, the existing site is compatible with the surrounding agricultural properties. As mentioned before, the mobile home would not be allowed in this location under City codes. A condition of approval will address this concern. PLANNING STAFF RECOMMENDATION: Find that the proposed expansion of the Monfort corporate facilities will be compatible with surrounding land uses and with the City of Greeley Comprehensive Plan and recommend approval to the Weld County planning commission with the condition that upon annexation to the City of Greeley, the mobile home to be installed for drug and alcohol testing will be removed. Replacement of the mobile home with a structure which meets Uniform Building Code standards will be allowed.
