We are asking for your approval to build a new facility which will consist of a high powered and a small bore rifle ranges, a pistol range and a trap range. Our club provides recreational and educational service to the community in several ways: 1. Members along with their families and friends enjoy recreational shooting. 2. The facility will be open to the public for sight -in prior to and during the general big game hunting seasons. 3. The club provides hunter safety education and the facility would be available for Boy Scout firearms qualifications. 4. The club supports law enforcement personnel for practice and qualification requirements. We are dedicated to safety and will staff the facility with qualified range officers when needed. Our proposal will fit planned usage for open space and recreational activities and is in complete agreement with the Weld County Comprehensive Plan. Trash receptacles will be provided on site at all times. - EXPLAIN PROPOSED LANDSCAPING PLANS AND EROSION CONTROL MEASURES ASSOCIATED WITH THE PROPOSED USE: (See the Use by Special Review Permit Map of planned range dirt berm, structures and range layout.) - RECLAMATION PROCEDURES TO BE EMPLOYED UPON CESSATION OF THE USE BY SPECIAL REVIEW ACTIVITY: Range will be removed from the site and land restored for agricultural use. - A TIME TABLE SHOWING THE PERIODS OF TIME REQUIRED FOR CONSTRUCTION AND START UP OF THE PROPOSED USE: The high powered rifle range will be constructed immediately and all other club facilities will follow in approximately a two (2) year time frame. 950771 page 3 of 5 A STATEMENT EXPLAINING HOW THE PROPOSAL IS CONSISTENT WITH THE WELD COUNTY COMPREHENSIVE PLAN: The Green Mill Sportsmen Club's plans for the property are in complete agreement with the Weld County Comprehensive Plan. We will provide desirable open space, wildlife habitat and recreational facilities which will be a benefit to the community. A STATEMENT EXPLAINING HOW THE PROPOSAL IS CONSISTENT WITH THE INTENT OF THE DISTRICT IN WHICH THE USE IS LOCATED: Outdoor shooting ranges are provided for in the Weld County Comprehensive Plan and meet the requirements as special review in agriculture use. IF APPLICABLE, A STATEMENT EXPLAINING WHAT EFFORTS HAVE BEEN MADE, IN THE LOCATION DECISION FOR THE PROPOSED USE, TO CONSERVE PRODUCTIVE AGRICULTURAL LAND IN THE AGRICULTURAL ZONE DISTRICT: The Public landfill zoning and agricultural zoning allude to this site being a naturally safe Sportsmen Club site. All property not used for Club facilities will be leased back to local farmers for crop production. A STATEMENT EXPLAINING THERE IS ADEQUATE PROVISION FOR THE PROTECTION OF THE HEALTH, SAFETY AND WELFARE OF THE INHABITANTS OF THE NEIGHBORHOOD AND THE COUNTY: The natural lay of the site land is secure for a Sportsmen Club, with the addition of planned earthen berm and other construction measures the health, safety and welfare are 100% protected. A STATEMENT EXPLAINING THE USES PERMITTED WILL BE COMPATIBLE WITH THE EXISTING SURROUNDING LAND USES (INCLUDE A DESCRIPTION OF EXISTING LAND USES OF ALL PROPERTIES ADJACENT TO THE PROPERTY): There is nothing in the Weld County Master Plan for future usage of the surrounding property other than agricultural, recreation; public land fill and open space. The Green Mill Sportsmen Club's 80 acres would provide an open space buffer between Erie and the existing land fill. The Club's plans and future goals support all objectives in the county plan. A STATEMENT EXPLAINING THE USE BY SPECIAL REVIEW AREA IS NOT LOCATED IN A FLOOD PLAIN, GEOLOGIC HAZARD AND WELD COUNTY AIRPORT OVERLAY DISTRICT ARE; OR THAT THE APPLICATION COMPLIES WITH SECTION FIFTY (50) OVERLAY DISTRICT REGULATIONS AS OUTLINED IN THE WELD COUNTY ORDINANCE: This property is not covered by the regulations as outlined in this question. 950771 page 4 of 5 - PROOF THAT A WATER SUPPLY WILL BE AVAILABLE WHICH IS ADEQUATE IN TERMS OF QUANTITY, QUALITY AND DEPENDABILITY (E.G., A WELL PERMIT OR LETTER FROM A WATER DISTRICT): The Green Mill Sportsmen Club's does not need a water supply to meet the current objectives for recreation, education and community support. IF AN AUTHORIZED AGENT SIGNS THE APPLICATION FOR FEE OWNER(S), A LETTER GRANTING POWER OF ATTORNEY TO THE AGENT FROM THE PROPERTY OWNER(S) SHALL BE PROVIDED: Union Pacific Railroad Land Company and Green Mill Sportsmen Club have a legal proposal of land purchase. - A NOISE REPORT, UNLESS WAIVED BY THE DEPARTMENT OF PLANNING SERVICES, DOCUMENTING THE METHODS TO BE UTILIZED TO MEET THE APPLICABLE NOISE STANDARDS: Noise generated by the Green Mill Sportsmen Club will fall within the parameters of noise generated by agricultural activity Prime usage will occur during the period of July 1 through November 15 each year. Public sight in will take place from Labor Day through the weekend preceding the last Colorado big game general hunting season. The average time of each sight -in shooter on the range is 45 minutes or less. There will be light usage during the remaining part of the year. When used by the general membership, average shooting time is two hours or less per member while at the range. A SOIL REPORT OF THE SITE PREPARED BY THE SOIL CONSERVATION SERVICE OR BY A SOILS ENGINEER OF SCIENTIST. IN THOSE INSTANCES WHEN THE SOIL REPORT INDICATES THE EXISTENCE OF MODERATE OR SEVERE SOIL LIMITATIONS FOR THE USES PROPOSED, THE APPLICANT SHALL DETAIL THE METHODS TO BE EMPLOYED TO MITIGATE THE LIMITATIONS: The Club is working with Gerry Alldredge, Weld County Agronomist and Ron Jepson, an agronomist for Adams County. They will obtain 2 random soil samples from the entire 80 acres. A composite of these samples will be sent to Colorado State University for testing. See Attachment. - A CERTIFIED LIST OF THE NAMES, ADDRESSES AND THE CORRESPONDING PARCEL IDENTIFICATION NUMBER ASSIGNED BY THE WELD COUNTY ASSESSOR OF THE OWNERS OF PROPERTY (THE SURFACE ESTATE) WITHIN FIVE HUNDRED (500) FEET OF THE PROPERTY SUBJECT TO THE APPLICATION: (See attached Property owners list). 950 771 GREEN MILL SPORTSMAN'S CLUB CLUB RANGE RULES & REGULATIONS. Note: Whenever there are four (4) or more shooters on the range, One shall be designated as range officer. The designated range officer is responsable for maintaining safe conditions on the range until such duties are assumed by another, or the range is no longer in use. One and only one range officer will be active for each range at any given time. All shooters will follow the designated range officers instructions. Fundamental rules for firearm safety. Treat every firearm as if it were loaded. Keep the muzzle pointed in a safe direction at all times. Always be sure of your target, and of what is behind the target. Always have a proper backstop. Never shoot if you cannot see where your bullet will land. Shoot only in designated areas, and at proper targets. Keep your finger off the trigger and outside the trigger guard until ready to fire. Keep the action open unless the gun is cased, in a holster, or a rack. Alcohol, drugs, and guns do not mix, Drugs andalcoholimpair your judgment. Alcohol, and drugs are not allowed on the range. Persons under the influnce of alcohol and/or drugs are not allowed on the range. Know and obey all range rules. PAGE -1----12/28/92----4:46 PM RULES3A.WPS 9507'71 High Power Rifle Range Safety Rules 1) Range commands must be obeyed immediately. 2) No one is allowed forward of the firing line, unless a ceasefire has been called or the range is clear. 3) Use of any unauthorized target material, like cans or bottles, is prohibited. 4) Eye and ear protection are strongly recommended. 5) Shooting a rifle from an unstable position, like shooting from the hip, is prohibited. 6) When loading, keep the rifle pointed in a safe direction. 7) Loaded rifles must remain pointed down range until such time has they have been unloaded, and then the muzzle should be pointed in a safe direction. 8) During a general ceasefire and at the conclusion of any shooting, all rifles are to be unloaded, actions opened and grounded or cased. 9) Rifles are to be loaded and fired single shot, except when firing or practicing for competitive events requiring multiple shot strings. 10) Tracers or any ammunition considered to be incendiary or explosive is strictly prohibited. 11) The use of ammunition having black or carbon steel cartridge cases is prohibited. Exception: When such ammunition is of recent manufacture, such as European manufactured sporting ammunition. Pistol Range Safety Rules 1) Actions should be open on all firearms not in a case or holster. 2) Always point pistols in a safe direction. 3) Fire only at authorized targets set up according to range procedures. This normally requires paper targets placed on the target frames/backboards provided. Targets should not be set on target frames, on the ground etc. 4) "Quick drawing" or firing a pistol from the holster is strictly prohibited. PAGE -2----12/28/92----4:46 PM RULES3A.WPS 950771 5) "Magnum pistol shooters should be aware of the effects muzzle blast has on nearby shooters. Rules for Shooting Steel Plates, Silhouettes, etc. 1) No live firing is allowed closer than 7 yards from a backstop or impact berm, unless the backstop or berm is specifically designed to prevent backsplatter or is modified with backsplatter shields. 2) Shooters must wear adequate eye protection, and insure that any one in the vicinity is wearing proper eye protection. 3) Minimum distance muzzle to target should be no less than 7 yards. Additional Safety Rules for Muzzleloading Firearms 1) Smoking is prohibited. 2) Loading benches must be a minimum of 8 ft behind the firing line. 3) Never discharge a muzzleloading firearm over or near a loading bench. 4) Load muzzleloading firearms only with blackpowder or Pyrodex. 5) Do not prime or cap any muzzleloading firearm until in position on the firing line and until after the command "Commence firing." 6) Once a muzzleloading firearm is capped or primed, the muzzle must be kept pointed at the target area. 7) In the event of a hangfire, keep the muzzle pointed down range for at least a minute tnd then notify a range officer. 8) The barrel should be swabbed with a damp patch between shots in an attempt to kill any live sparks that may remain in the bore. 9) When a ceasefire is called, all shooters should obey immediately. Upon the command "Fire into the back PAGE -3----12/28/92----4:46 PM RULES3A.WPS 950771 stop, all shooters should discharge there firearms into the backstop. At the command "Snap a cap," all shooter should snap a cap to demenstrate that all firearms are unloaded. Shotgun Rules General 1) Obey range rules and commands at all times-- immedeately. 2) In the event of a malfunction, when a live round remains in the gun, the shooter must keep the gun pointed in a safe direction and seek assistance. All shooting on the affected field ceases until the condition has been corrected. In the case of a hangfire or misfire, do not -open the gun for at least 30 seconds. 3) Only firearms designed to use shotshells -and designed to he fired from the shoulder are permitted. Exception: Contender shotgun pistol events. 4) When use by a cotnpctit ive shooters. shotguns 'c;eHurrpe with release triggers ;ii' permitted. 5) Novice Shooters mn;.t ccompanied by an experienced shooter at all times 6) Except for patterning. all shooting must he at clay targets thrown from approved machines. Patterning must be restricted to a separate area. 7) Shot size for patterning may exceed the restrictions for target shooting, and sizes may be further limited depending upon the safety area. 8) Guns must be unloaded and the actions kept open at all times except when the shooter is on the firing line. Break action shotguns may be closed for storage in a gun case or rack, but must be opened immediately upon removal from the rack or case. 9) All firearms must be opened immediately after shooting an before the shooter turns to leave the shooting station. 10) Only one shell is loaded at a time, unless doubles arc thrown. Note: two shells are allowed for international trapshooting. 11) Picking up empty shotshells during a round of shooting is prohibited. PAGE-4--- Ir, I'M- RULES JA.WPS 950771 12) No one is allowed past the firing line or the most forward shooting position at any time while the fired is in use. 13) Damascus or twist steel barrels should be permitted only for blackpowder guns. 14) A range officer may inspect ammunition and reject its use if it does not conform to range rules or the rules of the shooting activity being conducted. 15) The practice of tracking targets with -an unloaded gun is prohibited, unless the shooter is on a station and ready to shoot. Shot size X- load restrictions. 1) Shot size is limited to a maximum of No. 7 1/2 and a mini -mum of No 9 and shotguns must not he larger than 12 gauge. 2) Only standard trap loads are allowed. High velocity and magnum loads are not permitted. 3) Shotshells must not exceed 1 1/8 ounce of shot and 3 dram equivalent of powder. Rules pertaining to ranges with benches: Bench rest competition 1) No person may sit at, stand at or be with in 5 ft of any bench during changes of targets until the range officer announces, "Shooters may take their places at their benches." 2) All actions must remain open until the command, "Load and Lock" is given. (For informal "Sight in" the command, "The range is open, Commence firing" or similar commands may be used.) 3) The muzzle of a rifle must he in front of the front edge of the bench upon which it rests. 4) All shooters must ohey at once the command "Cease fire" and must not fire again until the command "Resume fire" is given. 5) There must he no boisterous conduct on the firing line_ during the firing of and event. A rifle range is no place for pranks; failure to observe proper conduct may mean disciplinary action. Firearm accidents are prevented when people who are handling firearms care enough to do it properly and safely. If your shooting companions do not follow the rules of safe firearms handling, you should rev'fuse t shoot with them, and ask them to leave the range.
