The Board of County Commissioners of Weld County, Colorado, met in regular
session as the Housing Authority Board in full conformity with the laws of the
State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, April 22, 1996, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Barbara J. Kirkmeyer, Chair
Commissioner George E. Baxter, Pro-Tem
Commissioner Dale K. Hall
Commissioner Constance L. Harbert
Commissioner W. H. Webster
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Shelly Miller
Finance and Administration Director, Don Warden
MINUTES: Commissioner Baxter moved to approve the minutes of the Housing Authority
Board meeting of March 25, 1996, as printed. Commissioner Harbert seconded
the motion, and it carried unanimously.
NEW BUSINESS: CONSIDER REVISION TO SECTION 8 ADMINISTRATIVE PLAN, SECTION V
- WAITING LIST AND PROGRAM PREFERENCES: Jim Sheehan, Housing
Authority Director, explained staff recommends approval of this revision to the
Waiting List Preference Provision of the Section 8 Administrative Plan based on
the public hearing held on April 16, 1996. He reviewed staffs recommendation
which includes preferences for those meeting residency criteria; for those
employed 20 hours, or more, per week for nine of the past twelve months; and
for those displaced, disabled, handicapped, and/or elderly. Commissioner
Harbert thanked Mr. Sheehan for his efforts and moved to approve said
revision. Commissioner Hall seconded the motion, which carried unanimously.

CONSIDER FINANCIAL STATUS REPORT TO HOUSING PRESERVATION
GRANT PROGRAM FOR QUARTER ENDING MARCH 31, 1996, AND
AUTHORIZE CHAIR TO SIGN: Mr. Sheehan requested approval of this report
for total expenditures through March 31, 1996, which were $60,255.90.
Commissioner Hall moved to approve said report and authorize the Chair to
sign. The motion, seconded by Commissioner Webster, carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to
and respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:20 a.m.
