Evans Town of Severance Director,CWCB 336 1't Street Severance, Colorado 80546 Dear Mr. Meier: The Colorado Water Conservation Board (CWCB) is pleased to present you with the enclosed floodplain resolution that designates and approves the FEMA floodplain information entitled 'Flood Insurance Study, Town of Severance, Colorado," dated September 1999. The Board, at its regular meeting on September 27, 1999, approved the enclosed floodplain resolution. Formal action on floodplain information by the Board informs local jurisdictions that their floodplain information is in compliance with the provisions and requirements of the State of Colorado's "Rules and Regulations for the Designation and Approval of Floodplains and or Storm or Floodwater Runoff Channels in Colorado." This action enhances and strengthens a community's ability to regulate land uses within their jurisdiction if they so choose. The CWCB coordinates the flood control and floodplain management activities and programs for the State and is the State Coordinator for the National Flood Insurance Program. We urge local jurisdictions to continue utilizing floodplain zoning and land use regulations to prevent unwise development within flood prone areas of the community. Colorado Management Agency I 22, 1999 and; • STUDY TO BE DESIGNATED WHEREAS, the Federal Emergency Management Agency completed a new floodplain information report entitled "Flood Insurance Study, Town of Severance, Colorado" dated September 22, 1999 (Table 1, Ref. No. 4) with included floodplain map entitled "Flood Insurance Rate Map, Town of Severance, Colorado" dated September 22, 1999: and WHEREAS, said report with included map contains detailed hydrology and floodplain delineations for the Slough within the incorporated portions of Severance, as they were at the time of the study prior to September 1999; and FLOODPLAIN CONSISTENCY WHEREAS, the floodplain information contained in said report with included map is the most current information available and supersedes all previous floodplain information for the community; and WHERAS, the detailed floodplain delineations contained in said report with included map for the Slough are generally consistent with, but more accurate than, the floodplain delineations contained in resolution No. 361 (Table 1, Ref. No. 1); and WHEREAS, the detailed floodplain delineations contained in said report with included map for the Slough arc not consistent with the Zone A floodplain delineations contained on the Weld County Flood Insurance Rate Maps (Table 1, Ref. Nos. 2 and 3) due to technical revisions and physical changes along the Slough as published in said report dated September 22. 1999; and WHEREAS, the floodplain information contained. in said report dated September 22, 1999 should now be utilized by the Town of Severance for floodplain management and flood insurance purposes; and C.R.S. AUTHORITY WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, requires the Colorado Water Conservation Board to assist in the prevention of floods and flood damages therefrom: and WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised Statutes, provide that legislative bodies of local jurisdictions may provide zoning regulations for land uses on or along any storm or floodwater runoff channel or basin only after designation and approval by the Colorado Water Conservation Board; and WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, directs the Colorado Water Conservation Board to designate and approve storm or floodwater runoff channels or basins and to make such designations available to legislative bodies of local jurisdictions; and COMPLIANCE WITH CWCB TECHNICAL STANDARDS WHEREAS, the detailed hydrologic and hydraulic information for the Slough was completed by the U.S. Army Corps of Engineers, Omaha District, and is consistent with the requirements for detailed hydrologic and hydraulic information listed under the Board's "Rules and Regulations for the Designation and Approval of Floodplains and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and 2 DESIGNATION AND APPROVAL ACTION NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board in regular meeting assembled in Salida, Colorado, this 27th day of September 1999, that it does hereby designate and approve as detailed information the storm or floodwater runoff channels and basins within the Town of Severance described by 100-year floodplain delineations in said report dated September 22, 1999; and BE IT FURTHER RESOLVED that the Secretary of the Board is directed to send a certified copy of this resolution to the Town of Severance; the Board of County Commissioners of Weld County; the Colorado Office of Emergency Management; and the Federal Emergency Management Agency, Region 8.
