SUBJECT: USR-1106, avid & Donna Reed
In checking the Assessor's records recently, staff discovered that the surrounding property
owners' list supplied by the applicants for this proposal is not complete. As a number of
neighbors were never notified of this request by mail, staff is recommending that the Board
send the case back for reconsideration by the Planning Commission.
In accordance with advice from the County Attorneys' Office, staff has taken the liberty to notify
surrounding property owners within five hundred (500) feet of the subject property that a
Planning Commission hearing will take place next week on Tuesday, April 2, 1996, at 1:30 p.m.
A sign with this hearing date has also been posted on the site by staff.
Staff recommends that the Board vote to continue consideration of the Reeds' request for a
Special Review permit until April 17, 1996, at 10:00 a.m. The three week delay will allow time
for the Clerk to the Board's Office to republish the legal notice and renotify surrounding property
owners prior to this hearing date.

OF THE SSDP&USR#1106 FOR TRASH BUSINESS OWNED
BY DAVID & DONNA REED AT 822 IE 16TH. I AM NOT ABLE TO
ATTEND THE HEARING SCHEDULED ON FEB. 6, AT 1.30 PM.
THEY HAVE BEEN OPERATING THE BUSINESS-WITHOUT
THE PROPER PERMITS FOR SOME TIME AND I WOULD LIKE
TO EXPLAIN MY PERSONAL REASONS FOR OBJECTING AND
ALSO EXPLAIN SOME INSTANCES IN THE NEIGHBORHOOD
THEY HAVE CAUSED BY DOING SO.
PERSONAL REASONS:
1) I PURCHASED MY PROPERTY FOR AGRICULTURE
REASONS, TO BE IN A SUM WHAT COUNTRY
SETTING-NOT TO BE SURROUNDED BY BUSIINESSES.
2) AS THEY HAVE BEEN OPERATING FROM THEIR HOME
FOR SOME TIME NOW AND MY HOUSE IS DIRECTLY
ACROSS THE STREET-821 E 16TH ST. EVERY MORING
BETWEEN 3:30&4:30 AM I AM WOKE BY THEIR TRUCK
RUNNING TO WARM UP OR THEIR HEADLIGHTS
FLASHING THROUGH MY WINDOWS AS THEY EXIT
THEIR DRIVE. -IF THEY WOULD EXIT TO THE RIGHT
INSTEAD OF THE LEFT IT WOULD RESOLVE THE
PROBLEM BUT THEY MUST CONTINUE JUST FOR
HAIRRASSMENT.
3) OTHER TRASH BUSINESSES LOCATED AT 2435 2ND AV
AND 1925 1 AV BOTH ARE SURROUNDED IBY AS FT
FENCE-WOULD THIS REQUIREMENT APPLY TO THEIR
COMPANY AS WELL?
4) THEN THERE IS A QUESTION OF SANITATION & ODORS
FROM THE DUMPSTIERS AND TRUCK SETTING THERE
IN A RESIDENTIAL NEIBORHOOD.
5) THEY ALSO MAKE REPAIRS TO THE DUMPSTERS, SO
WE HAVE TO TOLERATE THEM POUNDING ON THEM
AND THEN SPRAY PAINTING THEM IN THE OPEN SO
THE FUMES &OVERSPRAY OF GREEN PAINT ARE
OUR PROBLEMS CREATED BY THEM.
OTHER EVENTS IN THE NEIBORIHOOD CREATED BY THIS
TRASH BUSNESS ARE:
1) THE DREIITHS AT 828 E 16TH ST. GOT A PERMIT FROM
THE COUNTY TO ERECT AN 8 FT PRIVACY FENCE
ALONG PART OF THEIR PROPERTY TO DIVIDE THEM
FROM THE STINK AND NOISE. (EAST(NEIGHBOR)

2) WHEN GEORGE IHILDRED AT 815 E 16TH ST COMPLAINED
THEY HARRASSED HIM TO THE POINT OF GOING
TO COURT-THE REEDS AKA GREELEY TRASH
PAID COURT COSTS AND FINED. (BOTH OF THESE
CAN BE VERIFIED THROUGH COUNTY RECORDS.)
3) THEIR PROPERTY IS NOT LARGE ENOUGH FOR THE
TRASH TRUCKS TO PULL IN FORWARD DUE TO
THE FACT THEY CAN'T TURN AROUND TO GET OUT.
SO THEY PULL OFF THE PAVEMENT TO THE SIDE
OF THE ROAD.(CAUSING POT HOLES THAT ARE FILLED
WITH SWAMP STING BY SUMMERS END)AND THEY
PULL ACROSS 16TH ST-BLOCKING TRAFFIC IN BOTH
WHILE THEY BACK INTO THEIR PROPERTY(CAUSING
A MAJOR TRAFFIC HAZARD PROBLEM 5-6 TIMES PER
DAY.)
4) THEY HAVE ALSO STATED THEY USE THEIR HOME
ADDRESS (COUNTY) FOR THEIR REGISTRATION
ON THE TRASH TRUCKS SO THEY DON'T NEED
AN EMISSIONS & SAFTEY STICKER. THE BRAKES
ARE SO LOUND I AM SURE THEY WOULDN'T PASS.
OTHER NEIGHBORS WILL NOT VOICE THEIR OPINIONS
DUE TO THE FACT THAT REEDS INTIMADATE THEM BY
OPERATING IN NUMBERS-AS YOU WILL SEE AT THE
HEARING-TIHEY WILL HAVE THE ATKIINS (NEIGHBORS BEHIND
THEM-WHO HAVE TO USE REEDS DRIVEWAY FOR
ACCESS TO THEIR HOME& HER PARENTS THE LEYS WHO
RESIDE DOWN THE STREIET.
PLEASE, CONSIDER THESE FACTS BEFOREYOU ISSUE THE
SPECIAL USE PERMIT. ALSO,WOULD YOU LIKE A TRASH
BUSINESS IN YOUR NIEIBORHOOD?
