This application is consistent with the Weld County Comprehensive Plan because it is currently zoned Commercial. The property is located adjacent to the Highway 85 frontage road and adjacent to 5th Street. Currently, the zoning is C-1 due to the redistricting in 1981. Other adjacent properties are zoned C-3 and I-3. The intent of the C-3 zone district is "to establish and preserve areas for activities which provide goods or services for the benefit of the general public or which require large amounts of space or high traffic volumes for generating business. The C-3 District shall be located, designed and operated in a manner that minimizes the undesirable impacts on the area in which they are located,"as stated in the Weld County Zoning Ordinance, as amended. The C-3 zone district is a better fit for the high traffic area and adjacent properties. 2. The existing land uses have been more consistent with the C-3 zone district. There have been a variety of tenants at this site from sales of equipment, a retail carpet business, to it's current use of manufactured home sales. These uses are more consistent with the C-3 zone district and the surrounding uses in the area. This has been an on-going problem which will be fixed by the rezoning. 3. The property is serviced by a septic system which has been in place since approximately 1975, when the building was erected. Demands beyond normal disposal have not been experienced and the system has functioned without any problems. 4. The site is serviced by North Weld County Water District. Service has been in place since the first improvements. It is a standard water system utilizing a meter to measure and determine charges for same. The property is protected by the Union Colony Fire Authority. 5. A soils capability classification for this property can he deferred as that of soil, sand and gravel peculiar to the areas immediate to rivers (Poudre). All structures in this area, as well as this one have been in place since 1975 without any problems derived from soil, water and weather conditions. The property is not located within a Geological Hazard area. 6. Access is from the Highway 85 frontage road, also known as 1st Avenue. Access has been adequate for the uses since at lease 1975. 7. As far as normal usage and development has found, no mineral deposits are known to exist or are sought. 8. No, it appears that the property is Zone C, according to Floodway map #4. 9. No, it is not in any Geologic Hazard Overlay District. 10. The property is located at the very edge of the Airport Overlay District. Hello
