The Act calls for immediate action by the City Council of Denver and by the Boards of County Commissioners in Adams, Arapahoe, Boulder and Jefferson Counties within the jurisdictional area of DRCOG, as well as the Boards of County Commissioners in Douglas and Weld Counties. The law will take effect July 1, 1969, at that time the seven - county district will be created, and will authorize the appointment of directors as set forth in the Act: "89-20-9. Initial board. --(1) (a) Upon the effective date of this article, or as soon thereafter as possible, the boards of county commissioners of the counties of Adams, Arapahoe, Jefferson, and Boulder shall appoint two taxpaying electors each to the district board, and the boards of county commissioners of the counties of F _vWeld and Douglas shall appoint one taxpaying elector each to the district board. The mayoh of the city and county of Denver, subject to the approval of city council of the city and county of Denver, shall appoint ten taxpaying electors to the district board. The at -large appointee shall be chosen by the twenty appointees hereinabove provided for. Appointments to the initial board shall be made as follows: (b) Five appointees from the city and county of Denver, and one each from the counties of Adams, Arapahoe, Jefferson, Boulder, and the appointee from the county of Douglas shall be appointed for terms expiring on July 1, 1971. (c) Five appointees from the city and county of Denver, and one each from the counties of Adams, Arapahoe, Jefferson, Boulder, and the appointee from the county of Weld shall be appointed for terms expiring on July 1, 1973. Robert II: Knecht Boulder Mayor 690349 Board of County Commissioners Page 2 June 24, 1969 (d) Initial and subsequent appointments to the district board by the individual boards of county commissioners shall require approval of the majority of the governing bodies of the cities and towns located within or partially within the county. (2) Upon their appointment, the directors shall meet, qualify, and elect by an affirmative vote of eleven, a taxpaying elector of the district who shall be known as the at -large director. The term of office of the at -large director shall expire on July 1, 1973." The Council of Governments stands ready to assist this new district in every possible manner. As the Council's members constitute 93% of the population of the District, and as transportation planning has long been an integral part of our total program, the effect on the metropolitan area and the Regional Council will be notable. We request that your County forward the names of the newly appointed directors to the DRCOG office. Following the receipt of all of the names, we shall contact you and the new directors concerning the organizational meeting of the Board. We are hopeful that DRCOG's assistance will aid in making this a meaningful effort in metropolitandevelnrment.
