RE: GRANT MOBILE HOME PERMIT#2103 - BLANCA CASTILLO
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County, Colorado, on the 20th
day of July, 1998, considered the request of Blanca Castillo, 934 B Street, Greeley, Colorado
80631, for a Mobile Home to be used as a Principal Dwelling, and
WHEREAS, said mobile home is to be occupied in the A (Agricultural) Zone District on a
parcel of land being more particularly described as follows:
Lot 44 Espanola Subdivision, Spanish Colony; part
of Section 36, Township 6 North, Range 66 West of
the 6th P.M., Weld County, Colorado
WHEREAS, the Board of County Commissioners, having heard the testimony, finds that
said request should be granted subject to the following conditions:
1. The applicant shall apply for a building permit for the mobile home prior to
locating the mobile home on the property.
2. Prior to occupying the mobile home, the mobile home shall be connected to an
approved septic system and a legal water supply.
3. The mobile home shall meet the minimum setback and offset requirements for
the A (Agricultural) Zone District.
4. The mobile home shall not be occupied until such time that the applicant has
complied with Conditions 1 through 3 as stated above.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the request of Blanca Castillo for permission to place a Mobile
Home to be used as a Principal Dwelling on the above described parcel of land, which was
found to be in compliance with Section 43.2.6 of the Weld County Zoning Ordinance, be, and
hereby is, granted subject to the hereinabove listed conditions.

The Department of Planning Services' staff has reviewed this request and recommends that this
request be approved for the following reasons:
1. It is the opinion of the Department of Planning Services'staff that the applicant has shown compliance
with Section 43.2.6 of the Weld County Zoning Ordinance, as follows:
a. Section 43.2.6.1.1-The proposed mobile home is compatible with the surrounding area, is
in harmony with the character of the neighborhood and its effects upon the immediate area.
The surrounding area is an Agricultural subdivision with mostly mobile homes and
manufactured homes and Agricultural uses.
b. Section 43.2.6.1.2-The proposed mobile home is compatible with the Weld County
Comprehensive Plan. The mobile home will be placed in an Agricultural subdivision to be
used as a principal residence and will not interfere with agricultural uses.
c. Section 43.2.6.1.3-There is available water and sewage disposal facilities for the mobile
home. The proposed use will have water and sewer service provided by the City of Greeley.
d. Section 43.2.6.1.4-The general health, safety and welfare of the inhabitants of the area and
the county will not be jeopardized or compromised by the location of the mobile home on this
site.

The Department of Planning Services' staff recommendation for approval is conditional upon the
following:

This is a request for a Mobile Home to be used as a principal dwelling unit for Blanca Castillo.
The proposed mobile home is located at Lot 44 of the Espanola Subdivision, Spanish Colony,
part of Section 36, Township 6, Range 66, at the intersection of O Street and 26th Ave. in
Greeley.
On June 10th of this year the applicant deposited her application for a ZPMH to the DPS. This
application was complete with the exception of the required signatures of 70%of the surrounding
property owners within 500 feet of the property. Specifically, the applicant obtained 16 of the 57
necessary signatures (approximately 28%), and felt that obtaining 24 more (a total of 40-which
would meet the necessary criteria) would be very difficult.
The Department of Planning Services staff has reviewed this application and recommends that
the request be approved for the following reason:
1. The applicant has shown compliance with Section 43.2.6 of the Weld County
Zoning Ordinance pertaining to the governing regulations of mobile homes used as
principal dwelling units--The conditions of approval will ensure that the proposed use is
compatible with surrounding uses, and will protect the health, safety, and welfare of
the citizens of Weld County.
The applicant and a designated representative from the Urban Renewal Authority are present and
may answer questions at this time.
