Home My WebLink About962120.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO NOVEMBER 27, 1996 TAPE #96-32 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, November 27, 1996, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair Pro-Tem and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Barbara J. Kirkmeyer, Chair- EXCUSED Commissioner George E. Baxter, Pro-Tem Commissioner Dale K. Hall Commissioner Constance L. Harbert - EXCUSED Commissioner W. H. Webster Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Shelly Miller Comptroller, Claud Hanes MINUTES: Commissioner Webster moved to approve the minutes of the Board of County Commissioners meeting of November 25, 1996, as printed. Commissioner Hall seconded the motion, and it carried unanimously. ADDITIONS: There were no additions to the agenda. CONSENT AGENDA: Commissioner Webster moved to approve the consent agenda as printed. Commissioner Hall seconded the motion, and it carried unanimously. PUBLIC INPUT: No public input was offered. 962120 BC0016 WARRANTS: Claud Hanes, Comptroller, presented the following warrants for approval by the Board: All Funds $ 372,974.85 Electronic Transfer: Payroll Fund $ 1,561,722.07 Commissioner Hall moved to approve the warrants as presented by Mr. Hanes. Commissioner Webster seconded the motion, which carried unanimously. BIDS: PRESENT BIDS: Mr. Hanes stated there are no bids to be presented. BUSINESS: NEW: CONSIDER TAX ABATEMENT PETITION FROM STENER CARLSON AND AUTHORIZE CHAIR TO SIGN: Warren Lasell, Assessor, stated the 1996 value for the subject property was lowered at a CBOE hearing; therefore, since 1995 is in the same cycle, he recommended approval of said petition to lower the 1995 value as well. Commissioner Webster moved to approve said abatement and authorize the Chair to sign. Commissioner Hall seconded the motion, which carried unanimously. CONSIDER TAX ABATEMENT PETITION FROM AT&T COMMERCIAL FINANCE CORPORATION AND AUTHORIZE CHAIR TO SIGN: Mr. Lasell explained this property was double assessed and on the records twice; therefore, he recommended the error be corrected and the petition be approved. Commissioner Hall moved to approve said abatement and authorize the Chair to sign. The motion, seconded by Commissioner Webster, carried unanimously. CONSIDER AGREEMENT FOR USE OF FACILITIES BETWEEN HUMAN SERVICES FENWC AND COMMUNITY OPTIONS, INC., AND AUTHORIZE CHAIR TO SIGN: Walt Speckman, Human Services Director, explained this agreement will allow a parenting group in Olathe, Colorado, to use the Migrant Head Start modular facility one night per week. He stated the group has agreed to provide insurance covering the children and families. Commissioner Hall moved to approve said agreement and authorize the Chair to sign. Commissioner Webster seconded the motion, which carried unanimously. CONSIDER PURCHASE OF SERVICE AGREEMENT BETWEEN HUMAN SERVICES EMPLOYMENT SERVICES AND COMPUTER SYSTEMS DESIGN COMPANY AND AUTHORIZE CHAIR TO SIGN: Mr. Speckman explained this agreement is for the computer connection for job services with Job Training Partnership and welfare in Denver. He stated the cost is $4,300.00 per month, which has remained the same over the past ten years even though the system has expanded dramatically. After further comments from Mr. Speckman, Commissioner Webster moved to approve said agreement and authorize the Chair to sign. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
