1. "Smart Growth" in Southwestern Weld County
2. Improvements to State Highway 119
Ladies and Gentlemen:
1. Regarding the County's petitioning the Town of Firestone to annex certain portions of county roads, the
town board of trustees will vote this coming Thursday(May 9, 1996)on their annexation. It will be
interesting to note whether the petition has been amended to exclude that portion of the WCR 13 which
has been annexed as part of the Finlay annexation to the Town of Frederick. My understanding is that
Frederick has agreed to relinquish its claim to a part of WCR 20 under the Finlay annexation in exchange
for the County excluding that part of WCR 13 south of WCR 20,as part of a non public agreement. Of
course the proper manner in which this change should be affected would be to repetition,but there
apparently is some precedent for loosely dealing with imperfections in annexation descriptions by the
courts..And loose interpretations are not unknown in the proceedings taking place in this part of the
County.
2. I was happy to note today that there has commenced some work on turn, and acceleration lanes at WCR
3-1/2 near the McStain development on Hwy 119. Let's hope it is properly done.
Enclosed is a map of Firestone's new comprehensive plan. As stated in my letter we now have Firestone,
Frederick,Longmont and the County competing and projecting conflicting land use in the area. Of
particular interest is the lack of any open space designation in the Firestone plan particularly in the flood
plain area of the Boulder Creek and St. Vrain Creek drainages.
