Hall, Chair Commissioner Barbara J. Kirkmeyer, Pro-Tem Commissioner George E. Baxter Commissioner M. J. Geile Commissioner Glenn Vaad Also present: Acting Clerk to the Board, Carol Harding Assistant County Attorney, Lee Morrison Planning Department representative, Julie Chester Health Department representative, Trevor Jiricek Public Works representative, Don Carroll The following business was transacted: I hereby certify that pursuant to a notice dated January 20, 1999, and duly published January 23, 1999, in the Fort Lupton Press, a public hearing was conducted to consider the request of Megan Harper for an Agricultural Service Establishment (Animal Training and Boarding Facility) in the A (Agricultural) Zone District. Lee Morrison, Assistant County Attorney, made this a matter of record. Julie Chester, Department of Planning Services representative, presented a brief summary of the proposal, discussed the reasons for approval, entered the favorable recommendation of the Planning Commission into the record as written, and presented an additional proposed Condition of Approval, #2.D, marked Exhibit F, regarding an amended well permit. Responding to Commissioner Vaad, Ms. Chester stated the amended permit has not yet been submitted to the State, and the current well permit is only for a single family residence. Responding to Commissioner Geile, Trevor Jiricek, Department of Health, stated no plans have been submitted; however, the plans are generally reviewed following Board approval. Megan Harper, applicant, clarified for Commissioner Vaad that she understands the Baseline Standards referred to by Jack Epple, Planning Commission Member, during the Planning Commission Hearing. Responding to Commissioners Geile and Kirkmeyer, Ms. Harper stated she is working with the Health Department on her manure plan, and she does agree with all Conditions of Approval and Development Standards. No public testimony was offered concerning this matter. Cam, : Pt 990188 PL1283 HEARING CERTIFICATION - MEGAN HARPER (USR #1205) PAGE 2 Commissioner Kirkmeyer moved to approve the request of Megan Harper for a Site Specific Development Plan and Special Review Permit #1205 for an Agricultural Service Establishment (Animal Training and Boarding Facility) in the A (Agricultural) Zone District, based on the recommendations of the Planning staff and the Planning Commission, with the Conditions of Approval and Development Standards as entered into the record, and the addition of Condition of Approval#2.D, as presented by staff. The motion was seconded by Commissioner Baxter, and it carried unanimously. This Certification was approved on the 8th day of February, 1999.
