S-409, Platte Valley Airpark for a PUD Final Plan
The Weld County Public Works Department has reviewed the proposal; the following comments are
recommended to be a part of any approval:
1. Paving: Paving shall be as shown on the attached PUD. Any damage to the existing
pavement will be repaired with 2 inches of compacted hot mixed asphalt OR 4-6 inches of
concrete with reinforcement.
2. Parking: Short-term parking access to the hangers will be allowed in the designated areas
only. Long-term parking will be allowed inside the hanger.
3. Access: Access to the facility will be from WCR 39 south of WCR 18. The ADT count
taken on October 23, 1996, was 44 vehicles. This section of road is designated as a local
with a gravel surface.
4. Storm Water Drainage Study: The applicant has submitted drawings and calculations to
adequately handle the run-off from the area. The certification sheet needs to be signed and
stamped by the professional engineer who supplied the data and the report.
5. Wash Bay: The applicant needs to provide additional information on how the run-off will
be controlled at this location.
6. Asphalt Runway: I do not find any documentation that addresses the existing asphalt
runway. What is the plan for any damage or repair to the existing facility?

RE: Platte Valley Airpark PUD and Change of Zone, your Case Nos. S-409 & Z-501
Dear Mr. Hodges:
This letter concerns the Platte Valley Airpark application for a PUD final plan and for
a change of zone from A (Agricultural) to a Planned Unit Development. The project is
located in Sections 30 & 31, Township 2 North, Range 65 West, Weld County, Colorado.
Your project has been reviewed in accordance with Section 404 of the Clean Water
Act under which the U.S. Army Corps of Engineers regulates the excavation and discharge
of dredged and fill material into waters of the United States including wetlands.
Reference is made to a wetlands determination conducted by Mr. Terry McKee of this
office. During Mr. McKee's site visit, it was found that no wetlands exist at this site.
This letter is to inform you that the proposed activity, assigned number 199680992,
will not require a Department of the Army (DA) Permit.
Although a DA Permit will not be required for the project, this does not eliminate the
requirement that other applicable federal, state, and local permits be obtained as required.

We have reviewed the above referenced proposal to develop 227.5 acres of a 240 acre
parcel into an airpark. No information was provided on the projected water requirements. The
applicant has a well, permit No. 41681-F, which allows annual diversion of 3 acre-feet, with the
requirement that no more than 98% of the water pumped be consumed.
Because no details on the proposed water use were provided, we cannot comment on the
potential for injury to existing water rights or the adequacy of the proposed water supply under
the provisions of Section 30-28-136(1)(h)(q C.R.S.
