RE: APPROVE INVITATION TO BID FOR ABSTINENCE EDUCATION GRANT AND
AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Invitation to Bid for Abstinence
Education Grant from the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Health Department, to the Colorado
Department of Public Health and Environment, commencing March 1998, and ending February
2000, with further terms and conditions being as stated in said invitation to bid, and
WHEREAS, after review, the Board deems it advisable to approve said invitation to bid,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Invitation to Bid for Abstinence Education Grant from the
County of Weld, State of Colorado, by and through the Board of County Commissioners of
Weld County, on behalf of the Health Department, to the Colorado Department of Public Health
and Environment be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said invitation to bid.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 17th day of November, A.D., 1997.

Problem/Needs: In 1992, Weld County ranked 9th highest among Colorado Counties for its teen
pregnancy rate. The fertility rate in 1992 for women age 10-17 was 21.3 births per 1000 women,
a 30% increase from 1987. A Youth Risk Behavior Survey conducted in 1995 showed that 41%
of Weld County students grade 9-12 reported that they had engaged in sexual intercourse. The
negative consequences of premature sexual involvement include emotional and psychological
disruption, risk of sexually transmitted disease and unintended pregnancy. Many factors
contribute to the initiation of early sexual involvement. Among these factors, many teens lack the
necessary skills to help postpone sexual involvement, media portrays an unrealistic and
potentially harmful view of sex, and parents need to be encouraged to share their views and
values on sexuality and taught how to communicate more effectively with teens.
Goals/Objectives: The overall goal of this program is to reduce then pregnancy by providing the
necessary training, education, communication, support, and skills needed for teens to choose to
be sexually abstinent.
Methodology: The following activities will be implemented to help teens gain the necessary
information and to develop assets:
• An advisory group and focus groups representative of the target populations will be
established to help plan and implement program activities.
• We will provide presentations to promote abstinence -based educational programs to schools,
community groups, and PTA groups throughout Weld County. We will assist interested
communities with the development of an plan to implement abstinence education programs.
We will also sponsor events in the community which support and promote the abstinence
message.
• Through a contract with Friends First, we will provide abstinence training and support for
teachers, parents and students by implementing the WAIT Training program and the Friends
First Network training in two communities in Weld County.
Evaluation: We will track the number of participants in the activities, assess pre- and post-test
data for presentations, and conduct a Youth Risk Behavior Survey by the year 2000 and compare
with the data from the 1995 YRBS. In addition, we will work with an epidemiologist from the
University of Northern Colorado to develop an evaluation plan for our activities.

Enclosed for board review and approval is a proposal for a contract between the Weld County Health
Department and the Colorado Department of Public Health and Environment to implement an abstinence
education project in Weld County.
One goal of public health, and the Weld County Health Department is to prevent adolescent pregnancy
rates. If adolescents abstain from sex, or delay having sex, the risk of pregnancy is essentially zero, and
the sexual transmission of a communicable disease is diminished substantially. Therefore, the potential
for a sizeable reduction in the rates of teen pregnancy supports abstinence as a reasonable strategy.
The grant request is for a two year period beginning March 1998 and ending in February 2000. For the
first year, we are asking for $32,429.20 to assess the needs for abstinence education programs, develop
materials, and implement abstinence education programs within Weld County. We will also contract
with the Colorado Coalition for Abstinence Education (Friends First) to provide their Friends First
Network Training and WAIT Training programs in two Weld County communities.
