Dear Commissioner Kirkmeyer:
Thank you for your comments regarding the restructuring of the Colorado Weatherization
Assistance Program. I regret that, due to the number and detailed nature of the letters we
have received, I am unable to address each of your concerns individually in this letter.
Instead, we are compiling into one document all the questions and comments we have
received. We will provide you with a copy of that document —along with our responses—
as soon as possible.
In the meantime, I wanted to acknowledge receipt of your letter and to let you know that
we take your comments seriously. We are carefully reviewing all the comments we have
received prior to making any final decision.
We began this restructuring process nearly a year ago. Throughout the process, we have
actively solicited (and received) the input of the 19 existing service delivery agencies
around Colorado. We have two primary motivations for this process. First, as with so
many other programs, Weatherization has been subject to massive cuts in federal funding.
Second, and equally important, I believe it is our responsibility in government to
periodically review ongoing programs to ensure they continue to operate as efficiently as
possible. Our chief goal is to save as much as possible in administrative support costs so
that we can maximize the number of Coloradans who receive direct services each year.
In the course of our review of the Weatherization Program, we discovered that there had
never been a comprehensive, statewide review of the service delivery system. In fact, the
current delivery system developed incrementally over time based on the individual needs
and circumstances of the particular agencies involved. We recognize that most of the
current agencies have done a very good job working within the existing structure.
Nevertheless, we believe a more rational division of service delivery territories will result
in an increase in service in all parts of the state— including Weld County. We would not
propose this change if we did not believe that it would result in increased service.

Finally, let me assure you that no service providers have yet been chosen for the new
territories. That will happen through a competitive bidding process that will begin within
the next few months. I would urge you and others interested in this program to contact
potential bidders to make them aware of the needs of your area. If you wish, I will be
happy at the appropriate time to provide you with a list of those agencies which bid on
your territory. Please contact my office if you would like to receive such a list.
Again, thank you for your comments. I will send you a copy of our final decision, along
with a copy of our responses to all comments and questions, as soon as possible.
