GREYHOUNDS - JOHNSON AND CHANA
A public hearing was conducted on February 8, 1995, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated January 18, 1995, and duly published January 26,
1995, in the Windsor Beacon, a public hearing was conducted to consider the request of Robert
and Katherine Johnson and Richard and Marcia Chana for a Site Specific Development Plan and
Amended Special Review Permit for a breeding, raising, and training facility for no more than 300
greyhounds. Lee Morrison, Assistant County Attorney, made this a matter of record. Keith
Schuett, Planning Department representative, entered the favorable recommendation of the
Planning Commission into the record as written, including one change to delete Condition of
Approval #3, which was met prior to scheduling before the Board, and renumbering the following
Conditions of Approval accordingly. He noted the delay for this case being heard by the Board was
due to the water supply which is now in place. John Barry, Attorney, represented the applicant and
stated the original Permit was approved in 1981 and allowed 300 greyhounds; however, the Permit
was limited to housing the greyhounds south of the Stanley Ditch and the applicants want to house
them anywhere on the 76 -acre site. He noted no objections have been made by neighbors, and
the average number of dogs is 150. Mr. Barry also noted the applicants accept all Conditions of
Approval and Development Standards. Responding to questions from the Board, Mr. Schuett
confirmed the original Permit was for 300 greyhounds and clarified the water was limited to
residential use only and was reclassified for commercial use. Commissioner Kirkmeyer stated a
certain area on the map which read "Thornton" should actually read "Northglenn". Richard Chana,
applicant, confirmed Northglenn annexed the entire Section 36 on the east side of Weld County
Road 11 and Thornton is on the south part. Mr. Morrison clarified the map is only part of the
application, not part of the Permit. Responding to further questions from the Board, Mr. Chana
stated normally the greyhounds are put to bed by 9:00 or 10:00 p.m. and wake at 6:00 or 7:00 a.m.
He confirmed the dogs do not bark much and sleep a lot. Mr. Ghana further explained this
amendment is a housekeeping item since they assumed the original Permit was for the entire 76 -
acre parcel and later discovered the Permit was for the area south of the ditch only. Mr. Ghana
also reiterated the water requirement for commercial well permits has been approved. No public
testimony was offered concerning this matter. Commissioner Kirkmeyer moved to approve the
request of Robert and Katherine Johnson and Richard and Marcia Chana for a Site Specific
Development Plan and Amended Special Review Permit for a breeding, raising, and training facility
for no more than 300 greyhounds, based on the recommendations of the Planning staff and the
Planning Commission, with the Conditions of Approval and Development Standards as entered into
the record, with the deletion of Condition of Approval #3 and the renumbering of the following
Conditions of Approval accordingly. The motion was seconded by Commissioner Harbert, and it
carried unanimously.
