The Weld County Council met in regular session in full conformity with the Weld C.ourtt'
Home Rule Charter at Weld Centennial Center, 915 10th Street, Greeley, CO, Tuesday,
October 19, 1999, 6:30 p.m.
ROLL CALL: The meeting was called to order by President Dan Oster. Vice President
Al Roberts, Councilman Dwaine Kurtz, and Councilman Rob Masden were present
constituting a quorum of the members. Councilwoman Joyce Smock was excused.
Also present: Weld County's Director of Finance Don Warden, Sharon Hopper, Kay
Stehle, and Council secretary Bev Thomas.
GUEST SPEAKER: Mr. Don Warden, Weld County Finance and Administration
Director, presented to the Council an overview of his responsibilities as listed in the
Weld County Home Rule Government organizational chart. He said that the recent
Impact Fees project is an example of a special project that the Board of County
Commissioners sometimes assigns to him. Mr. Warden mentioned the benefit of Weld
County's Home Rule Charter centralizing the County's Purchasing, Accounting, and
Personnel Departments. He also credited the Charter for its wisdom in requiring a five-
year capital improvement plan.
Mr. Warden answered questions about the following topics: impact fees, Y2K
compliance, the budget process, the Weld County Finance Corporation, law
enforcement in southwest Weld County, a request for Planning Department personnel
to be available in southwest Weld County.
APPROVAL OF DOCUMENTATION: Councilman Dwaine Kurtz made a motion to
approve the September 21, 1999 Council minutes and the Council's third quarter
Report to the People. The motion carried unanimously.
The beginning and ending paragraphs of the Council's Report to the People format
were discussed. Councilman Dwaine Kurtz will bring a suggestion for rewording the
paragraphs to the Council's November meeting.
APPOINTMENTS: President Dan Oster and Councilman Rob Masden will attend the
November 8 Elected Officials Meeting. Council members responded to the
Commissioners' invitation to the Town and County Meeting October 27.
CORRESPONDENCE: The Council reviewed the correspondence.

UNFINISHED BUSINESS:
Concerns RE: Clerk and Recorder's Office
Councilman Rob Masden reported on his Council-requested visit to the Clerk and
Recorder's office in Ft. Lupton. President Dan Oster reported on his Council-requested
visits with Don Warden and Pat Persichino about having a management expert help the
Clerk and Recorder resolve the problems in her office. He also said that he was
pleased to see that Clerk and Recorder office personnel were receiving new computer
equipment. President Dan Oster expressed his pleasure that the Board of County
Commissioners had agreed to fund the services of a management consulting firm to
evaluate the Clerk and Recorder's office. He reported that Ms. Suki Tsukamoto has
agreed to implement the recommendations of the management firm and it appears that
this development will address the concerns the Council was seeking to resolve.
Concern RE: County Coroner's Office
President Dan Oster reported that he had visited with Weld County Coroner Scott
Anthony. President Oster indicated that he would follow up on that meeting and give a
report at the November Council meeting.
Citizen's Request RE: Weld County Council Minutes
Councilman Dwaine Kurtz made a motion that the Council authorize giving out, for a
three-month time frame, one copy of approved monthly Council minutes per a citizen's
request. The motion carried.
NEW BUSINESS:
Data Processing Requests
Councilman Rob Masden made a motion that the Council request a 17" monitor for the
Council's computer. President Dan Oster seconded the motion and it carried with Vice
President Al Roberts voting no.
Payment of the Bills
Councilman Rob Masden made a motion that the Council approve the bills as listed:
Mileage for President Dan Oster $30.24
Mileage for Vice President Al Roberts $14.04
Mileage for Councilman Rob Masden $20.52
Office Supplies Payment to Bev Thomas $ 5.00
