BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
JANUARY 11, 1999

The Board of County Commissioners of Weld County, Colorado, met in regular
session in full conformity with the laws of the State of Colorado at the regular
place of meeting in the Weld County Centennial Center, Greeley, Colorado,
January 11, 1999, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Dale K. Hall, Chair
Commissioner Barbara J. Kirkmeyer, Pro-Tem - EXCUSED
Commissioner George E. Baxter
Commissioner M. J. Geile
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Geile moved to approve the minutes of the Board of County
Commissioners meeting of January 6, 1999, as printed. Commissioner Baxter
seconded the motion, and it carried unanimously.
ADDITIONS TO
AGENDA: There were no additions to the agenda.
CONSENT AGENDA: Commissioner Baxter moved to approve the consent agenda as printed.
Commissioner Geile seconded the motion, and it carried unanimously.
PUBLIC INPUT: There was no public input.
WARRANTS: Donald Warden, Director of Finance and Administration, presented the following
warrants for approval by the Board:
All Funds $1,038,828.39
Commissioner Vaad moved to approve the warrants as presented by Mr.
Warden. Commissioner Geile seconded the motion,which carried unanimously.

BIDS: PRESENT REMODEL ANNEX COURTHOUSE, WELD COUNTY JAIL, AND
CENTENNIAL CENTER BID - FINANCE DEPARTMENT: Pat Persichino,
Director of General Services, presented the three bids received. Said bids will
be considered for approval on Monday, January 25, 1999.
BUSINESS:
NEW: CONSIDER RENEWAL APPLICATION FOR HOTEL/RESTAURANT LIQUOR
LICENSE FOR RAFFERTY'S, INC., DBA RAFFERTY'S AND AUTHORIZE
CHAIR TO SIGN: Bruce Barker, County Attorney, stated Deputy Bruce Martin
indicated he has no concerns with the renewal application. Commissioner Vaad
moved to approve said application and authorize the Chair to sign. Seconded
by Commissioner Geile, the motion carried unanimously.
CONSIDER TEMPORARY ROAD CLOSURE OF WELD COUNTY ROAD 23
BETWEEN WELD COUNTY ROADS 4.5 AND 6: Commissioner Baxter moved
to approve said closure. Seconded by Commissioner Vaad, the motion carried
unanimously.
CONSIDER RESOLUTION RE: RATIFICATION OF APPOINTMENT OF
GERALDINE MELLON TO THE BOARD OF TRUSTEES FOR THE WELD
COUNTY LIBRARY DISTRICT: Commissioner Geile moved to approve said
resolution. Commissioner Baxter seconded the motion, which carried
unanimously.
CONSIDER APPOINTMENT AND REAPPOINTMENT TO BOARD OF
TRUSTEES FOR NORTH COLORADO MEDICAL CENTER: Chair Hall stated
Rodney Guerrieri will replace LaRue Mondt. Commissioner Baxter moved to
approve said appointment and reappointment. Seconded by Commissioner
Geile, the motion carried unanimously.
CONSIDER RESOLUTION RE: ACCEPT GRANT OF EASEMENT FROM
PUBLIC SERVICE COMPANY OF COLORADO TO ACCESS PROPERTY IN
S28, T2N, R66W: Don Somer, Department of Public Works representative,
explained the property was purchased from the Public Service Company of
Colorado for a County grader shed which requires an easement to gain access.
Mr. Barker added once this easement is approved, a Recorded Exemption for
the property will be completed. In response to Commissioners Geile and Vaad,
Mr. Somer stated the property is four acres in size and the power lines in the
utility easement are the same height as those that cross a County road.
Commissioner Geile moved to approve said resolution. Seconded by
Commissioner Baxter, the motion carried unanimously.
CONSIDER LEASE FOR OFFICE SPACE IN WELD COUNTY DEPARTMENT
OF SOCIAL SERVICES BUILDING AND AUTHORIZE CHAIR TO SIGN -
GREELEY HOUSING AUTHORITY: Mr. Barker stated this lease is for office
space in the Weld County Social Services building to be used by the City of
Greeley Housing Authority staff. He explained the location and amount of space
had not yet been determined, and stated Don Hoff, City Attorney, made a few
changes to the lease which Mr. Barker has reviewed and recommends for
approval. In response to Commissioner Geile, Mr. Warden stated $10 per
square foot will cover any expense to the County and there are no taxes to pay.

Commissioner Geile moved to approve said lease and authorize the Chair to
sign. Seconded by Commissioner Baxter, the motion carried unanimously.
PLANNING: CONSIDER RESUBDIVISION FOR LOT LINE ADJUSTMENT ONLY OF LOTS
1 AND 13, TWONBLY RANCH SUBDIVISION, S #484: Scott Ballstadt,
Department of Planning Services representative, gave a brief description of the
location of the subdivision and stated there is an existing residence on Lot#13;
however, there are no structures on Lot#1. Mr. Ballstadt stated the surrounding
use consists primarily of agricultural activities, and the concerns mentioned in
the referrals received have been addressed in the Conditions of Approval. He
explained the lot line adjustment will not create a new lot and will run along the
natural boundary of Box Elder Creek, which will not affect any existing
easements. In response to Commissioner Baxter, Mr. Ballstadt stated the lot
line adjustment will decrease the size of Lot#1 and make the two lots similar in
proportion. There was no public input concerning this matter. Commissioner
Baxter moved to approve said Resubdivision. Seconded by Commissioner
Geile, the motion carried unanimously.
RESOLUTIONS AND
ORDINANCES: The resolutions were presented and signed as listed on the consent agenda.
No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to
and respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:20 a.m.
