DISTRICT LANDS STRUCK OFF ON
. 1921 TAX SALES TO SAID DISTRICT .
WHEREAS , at the tax sales held in December 1921 , certain 1andh, in The Greeley Poudre
Irrigation D i.'strict were offered for sale for delinquent general , irrigation district , or both
general and irrigation district taxes , and there being no other bidders , said lands were struck
off to said district , and tax sale certificates issued to said district therefor , and thereafter ,
on August 21 , 1922 , the County Treasurer endorsed on said certificates still held by said district
the further taxes which had become delinquent in 1922 on said lands .
AND WHEREAS , the Board of directors of said district by its resolution duly passed , has
' waived, to the extent hereinafter auJiorized , the collection of other penalties , or interest , or
charges of any kind on said taxes fall.inF„ due in 1922 on lands represented by tax sale certificates
held by said district , and has requested the County Treasurer to accept partial payment of taxes
falling due in 1921 and 1922 on said lands for either general or irrigation district maintenance
purposes , or irrigation district bond purposes , and has requested the County Treasurer to make
collections of the portion of said tax which is for irrigation district maintenance purposes at
the interest charges at the rate of eight per cent per annum on said irrigation district maintenance
III tax from the date of August 31 , 1922 .
O BE IT RESOLVED SOLV •
NOW, THEREFORE , t?�� � That the County Treasurer is directed to accent partial payments
upon taxes falling due in 1922 upon lands , the 1921 tax sale certificates for which are held by
The Greeley Poudre Irrigation District , and that he shall collect interest and penalties , as
provided by statute upon that portion of said taxes which is for general taxes , and up to August
31 , 1922 , for irrigation district maintenance purposes , but for that portion of said taxes which
is for irrigation district maintenance purposes , he is authorized to collect interest at the rate
of eight per cent per annum from August 31 , 1922 , the time of endorsement upon said tax sale
certificates of said irrigation district tax and to waive any further interest charges or penalties
upon said irrigation district tax , and that said County Treasurer is authorized to collect either
the general tax and irrigation district maintenance tax , or general tax and irrigation district
bond tax , or general tax and irrigation bond coupon tax , upon said lands , :-Ind to make endorsement
of partial payments accordingly upon said tax sale certificates held by said district .

The County ireasurer is also authorized to accept with the same extent of discount from
August 31 , 1922 , payment of taxes for maintenance purposes of said district falling due in 1921 ,
or 1922 , on lands in said irrigation district against which there is no tax sale certificate
outstanding .
The provisions hereof as to waiver of interest and penalties , and for acceptance of said
partial payments shall apply only to payments of said taxes vilich shall have been made on or
before the first day of 1922 tax sales .

An agreement was made and entered into by and between the Union Pacific Railroad
Company and Weld County, regarding the temporary occupation of part of the Union Pacific Right
of Way, for Highway purposes near Powars on State Road # 49 , to extend not beyond December 31st ,
1922 . The Chairman was authorized, upon motion , to sign such an agreement , which was accordingly
done , which said agreement is in words and figures as follows , to-wit :

in before we started using right of way .

THE GREELEY HOSPITAL .
The County Commissioners at their official meeting , by unanimous action, hereby ratify the
staff rules and regulations governing the Greeley Hospital , as forthulated and submitted to them
by a committee appointed by the President of the Weld County Medical Society , acting by authority
of this organization .
The Commissioners l-it the same meeting agree to recognize as members of the Hospital. Staff of
the Greeley Hospital , such qualified practitioners as indicate their desire to become members of
the staff by subscribing to the Rules and Regulations . Said staff rules and regulations being
as follows , to-wit :
STAFF RULES AN]) REGULATIONS
In order to establish and maintain a. high standard of scientific work and to conform to the
requirements of the Committee of hospital Standardization and Classification, the physicians and
surgeons practicing in the Greeley Hospital in Field County , Colorado , have organized a staff
consisting of active and associate members . Active .members will subscribe to all the rules and.
regulations detailed below . Associate members will subscribe to all the rules and re.riulations
except the one pertaining to attendance at monthly staff meetings .
( 1 ) `lhe Greeley Hospital shall keep in a systematic manner case records of all patients
treated in the Hospital , together with convenient summary of each case ; �-nd these records shall be
utilized in analyses to ascertain the efficiency of the medical and surgical work done in the
Hospital .
( 2 ) The case records of the Hospital s , all contain the following data for each patient treated :
Identification of the patient by name or number ; name of physician or surgeon responsible for the
case ; personal history of patient relevant to complaint ; diagnosis on which treatment is based ;
laboratory and physical findings ; important points o.f.operation or of treatment ; post-operative
diagnosis ; complications of convalescence ; following up or progess notes ; and , in case of death ,
autopsy findings when available .
( 3 ) It shall be the duty of tie historian to record the necessary data on forms agreed upon
by the Staff .
( 4 ) The date may be recorded by the attending physician or surgeon, or by an interne or by
the historian , but failure on the part of the attending physician or surgeon to furnish the record
and to give the necessary -lid to the historian in the recording data shall automatically terminate
his membership on the Staff .
( 5 ) It shall be the duty of the historian to make out a summary card for each patient ,
together with the follow-up record . It shall be her duty to make statistical compilations of
the results obtained for analysis and review by the Staff of the Hospital .
( 6 ) i�.�ed is al histories must be taken and physical examinations made not later than the first
twenty-four ( 24 ) hours after the patient is Pdmitted to the hospital .
(7 ) In surgical cases the essential history pertaining to the condition for which the patient
is to be operated upon , together -,kith the record of the physical examination, must be furnished
to the Hospital before the patient is operated upon, except in emergency cases this history may
be dictated by the surgeon before or during the operation . In non-emergency operative cases the
history and record of the nhysical examination shall be delivered to the Hospit _: 1 by the surgeon,
or ample time shall be allowed for taking the history of surgical patients after patient ruches
the Hospital .
(8 ) In n.11 surgical cases the surgeon shall , previous to operation , record the diagnosis on
which his treatment is based . This diagnosis shall be posted on the board where operatic .ns are
listed.
( 9 ) During or at the close of each operp.tion , a description of the pathological findings and
of the operation shall be recorded , together with a diagnosis based on the gross pathology.
This shall be dictated by the surgeon himself .
( 10 ) The t•=ctive Staff shall hold a conference at least once a month, for the purpose of
scientific discussion , revision of summary cards :nnd for the consideration of matters concerning the
welfare of the Hospital . Any member who shall absent himself from three consecutive , or a sum total
of five , meetings in any one ,year , shall thereby be eliminated automatically from the Staff .
( 11 ) That a roll of attendance and a record of the transactions of ver;,, conference shall be
kept by the secretary.
The County Commissioners have ratified these Rules and Regulations .
\ e , the physicians whose names 'Ire herewith subscribed, agree to abide by the rules n.nd
regulations herein set forth .

VJ EREAS , by Certificate No . 1523 of tax sales of 1921 , there was sold to Weld County Lots
One and Two , Block Six , Town of Platteville , Weld County , Colorado ,
AND WHEREAS , there was included, in the amount for which said tax sale certificate was
sold , taxes upon personal property assessed to The E . H . Soper Implement Company , : s well as
taxes upon said real estate ,
AND WHEREAS , a trust deed recorded in Book �, at page , ��eld County records , now
held by Henry M . Devotie , is a lien upon said land su.peri_or to that part of the taxes represent-
ed in said certificate which is for personal property,
AND VVHEREAS, by equitable action the holder of said trust deed would be entitled to a
decree adjudging the lien of his said trust deed upon said land is superior to the lien of said
tax sale certificate held by tij eld County , except for real property taxes represented in said
certificate , but the lien of the County upon said land is at all times superior to the interest
of the equity owner in said land,
NOW, THEREFORE, BE IT RESOLVED, Th2t lienry M . Devotie , holder of said trust deed upon said
land , upon payment of One Hundred Twenty-seven and 95/100 Dollars ( $127 . 95 ) , being the amount
of real property taxes represented in said certificate , shall be permitted to redeem lots One and
Two , Block Six , Town of Platteville , Colorado , from tax sale and endorsements thereon, repre-
sented by Certificate 1523 of 1921 tax sales , and the County Treasurer is authorized to issue
redemption certificate accordingly. Said redemption shall be only in so far as taxes are a
lien superior to said trust deed , and on the redemption certificate it shall be stated that said
redemption shall in no way release the tax sale lien of Weld County upon said land as against
persons other than those claiming title to said land by virtue of said trust deed, and said
tax sales certificate shall remain in force , except as against said trust deed and, persons
claiming thereunder .

maintenance , operating and current expenses of said district for the fiscal year commencing
on the first day of January , 1923 , as estimated by the Board of Directors of said district ,
is hereby fixed' at 42 . 03 on each acre of land assessed in 1922 for the purpose of said district
based on a valuation of 410 per acre , including the 15°/6 which the. Board of County Commissioners
is required to add in making the levy for said expenses to cover delinquencies , and that a levy
at said last mentioned rate on each acre 'of land assessed as aforesaid for the purposes of said ;
district in Weld County be and the same i`s hereby made for the maintenance , operating and

Board of Directors of the Henrylyn Irrigation District , that the sum of $172 , 545 .00 is required to
be levied for the purpose of paying interest which will become due during the year 1923 on the
outstanding bonds of said District , and that the sum of $307 , 500 .00 is required to be levied for
the purpose of paying the installment of principal which will become due during the year 1923
on the outstanding bonds of said District , and that the amount required to meet the maintenance ,
operating and current expense of said district , for the fiscal year commencing on the first day
of January, 1923 , is $1 . 25 for each acre of land assessed in 1922 for the purposes of said
District , according to the valuation placed thereon for District purposes , including the 15%
which the Board of County Commissioners is required to add in making the levy for said expense
to cover delinquencies ; and
WHEREAS , the returnsfrom the Assessors of ,Meld and Adams Counties , show the total assessment

County Commissioners and The Independent Sugar Corporation, to-wit :
MEMORANDUM OF AGREEMENT
between -
The Board of County Commissioners of Weld County , Colorado ,
and II
The Independent Sugar Corporation, Ft . Lupton, Colorado .
The Board of County Commissioners agree to have graveled a section of the road between
Vollmar and Ft . Lupton which section is approximately described as follows :
Beginning at the N . W . corner of the SW of the SW- of Section 18 , Township 2 N . , Range 66 W ,
thence south 14 miles , thence east to the bridge across the South Platte River, a distance of
approximately - miles .
The said Board further agrees that the work shall be done in a workmanlike manner , using
thereon not less than 1350 cubic yards of gravel of the proper size and mixture .
The Independent Sugar Corporation agrees that when the above work is completed, they will
pay to the Board of County Commissioners 50% of the cost of said work. It being agreed , however ,
that the amount the said Corporation shall be liable for under this agreement , in any event , shall
not exceed the sum of $405 . 00

The Board having; under consideration the matter of appropriation to be received from the
State Highway Commission and agreements therefor . And the same having been thoroughly
discussed and considered, on motion the following resolution was unanimously adopted, to-wit :
WHEREAS- the State Highway Department , in its 1923 Budget has awarded to :'weld County , from
State funds the sum of $30 , 000 . 00 for maintenance of State Highways in said county, curing
the year 1923 , and
WHEREAS- the conditions of the above award being that Yield County set aside an equal amount
from their county road fund of 1923 , thereby creating a joint State and County maintenance fund\/ of $60 , 000 . 00 to be expended during the year 1923 , and
WHEREAS - the State Highway Department has prescribed certain conditions , rules and regula-
tions r7overning the expenditure of this joint State and County maintenance fund , therefore
be it
RESOLVED- that the Board of County Commissioners of Weld County do hereby set aside the
sum of $30 ,000 . 00 from 1923 ' county road fund to meet the award of State funds made to this
county for maintenance of State Highways in this county during the year 1923 , and be it further
RESOLVED- that 7:e hereby agree to the conditions , rules and regulations made by the .
State Highway Department , governing the expenditure of this Joint State and County Maintenance
fund as set forth in their letter dated Nov . 25 , 1922 and said letter is hereby made a part

Commencing at a point on the north line of Section 28 , Township 1 , North Range 63 , which is
100 feet ' est of the high water line of the Olds Reservoir as the same is filed in the
office of the State Engineer of Colorado , which point is about 1000 feet due west from
the northeast corner of said Section 28 , and extending thence south alone; and 100 feet from
and above the high water line of said reservoir about 1000 feet : to a point 100 feet south
of the southernmost part of said reservoir ; thence due east to a point in K 6c - of TZ-- Section
27 , Township 1 , North Range 63 , which is 100 feet east of the southeast extremity of said
reservoir ; thence northerly along and 100 feet east of the hi 7h water line of said reservoir
to the southeast extremity of the dam of said reservoir as shown on the map thereof as
filed ; and thence along and over the line ' of of said dam to the Public Highway on the west line
of Section 22 , Township 1 , North Range 63 .
This Petition is made in order to assist in the Construction of said Olds Reservoir
which will necessitate the abandonment of about one mile of road north and south thru said
reservoir and about one-half mile of road east thru the reservoir , .end the establishment
of the line of road above described around the southern and east side of the reservoir and
dam and back to the road abandoned ; and the undersigned do each hereby petition for the
establishment of the new line of road as above described and for the abandonment of the
old line of road thru said reservoir basin as of oresaid9 all of which lines of road to be
abandoned and the lines of road be established for accomodation of said reservoir are more
accurately shown on the plat of said reservoir attached .

IN THE MATTER OF REMISSION OF TAXES
AND EXCLUSION OF LANDS
THE HENRYLYN IRRIGATION DISTRICT .
THAT WHEREAS, it has been certified to this Board by the Board of Directors of the
Henrylyn Irrigation District , that the lands hereinafter described belonging to the
persons whose names are set opposite the following descriptions , ca nnot be benefited
by the irrigation works of said district , because of some natural condition and on that
account have been by due and proper proceedings as by statute provided , excluded from
the said Henrylyn Irrigation District , and
WHEREAS , the Board of Directors of said district have filed with the County - Commissioners
certified copies of resolutions passed by said Board , excluding the lands hereinafter
described and by said resolutions have requested that the taxes now due for said irrigation
district purposed be abated .
NOW, THEREFORE, in accordance with the resolutions of the Board of Directors of the
Henrylyn Irrigation District be it hereby resolgeld that the Treasurer of Weld County,
Colorado , be and he is hereby authorized to cancel all Henrylyn Irrigation district

Commissioner F .L .Powars moved the adoption of the following Resolution :
WHEREAS , under cooperative agreement between the Board of County Commissioners
of Weld County, the Colorado Experimental Station of Fort Collins and the Bureau of
Plant Industry of the U . S .Department of Agriculttre , as pursuant to Chapter one of
the Session Laes of 1915 , there has been extablished in Weld County , as Experimental
Station near Greeley, upon leased land ; and
WHEhEAS , Weld County, as its portion of cooperation in said Experiment Station,
has been paying the sum of one thousand dollars ( $1000 . 00 ) yearly for rental of the
land for said Station; and
WHEREAS, it is highly important to continue said Station on a permanent basis
and to acquire title to land therefor ,
NOW, THEREFORE, as an inducement to the State of Colorado to appropriate one
half share of the cost of purchase of land for said purpose ,
BE IT RESOLVED, by the Board of County Commissioners of Weld County, Colorado ,
that Weld County will make available for the purchase of land for said Experiment
Station , a sum of money up to Ten Thousand ( $10 ,000 .00 ) such as will equal an
appropriation to be made for such purpose by the 1923 Legislature , so that said
Station may be maintained under such agreement and such acts of the Legislature and
of the United States Government and the said State Agricultural College and the Bureau
of Plant Industry and the Board of County Commissioners of Weld County, as shall be
adopted relative thereto"
Motion was duly seconded and being put to vote , was carried unanimously .

That within Weld County , Colorado , the territory designated as Pest District No . 5
of Weld County is infested with a pest , to wit : prairie dogs , and the County Pest Inspector
having bade investigation of said premised and found the same so infested , and the County
Pest Inspector having notified in writing the owners or persons in charge or control of the
premises hereinafter particularly described , of the nature , extend , and location of the
infestation, and having demanded that within a specified time certain specified work be done

has completed said work for tne year 1922 throughout said district , and having furnished with
said certificate a list , which certificate and list are hereto attached , stating names of the
land owners whose lands are included in said district , their addresses so far as known, and
a description of the lands owned by each, and the lands they owner of which is unknown;
And the said County Pest inspector having filed with the County Cormnissiomers his
certificate showing the necessity for such work, the reasonable costs and expenses thereof ,
and a description of the land or property upon which the work was done , to-wit ; the lands
described in the said certificate , and the amount of expense due from each landowner for such
work of extermination of pests from s id several lands , exclusive of the amount paid the
County Pest Inspector ;
IT IS THEREFORE RESOLVED That the Board of County Commissioners do now approve said
expense bill and the assessment of the same ag i nst the several lands and owners as set forth
in the certificate of the State Entomologist and Ccunty Pest Inspector herewith, to which
reference is made , and the county having paid the said expenses ;
