Weld County Council
- I SPORT TO THE PEOPLE

The Weld -County Council is mandated by the Home Rule Charter of Weld
County, Colorado -and -its Rules and Regulations, to report to the people the events that
have shaped the previous quarter. This report summarizes the activities of the Weld
County Council during the second quarter of the calendar year 1995.
The County Council met at Prairie School, New Raymer, CO for its April 5, 1995,
meeting. County Treasurer Art Willis was at the meeting and presented information
regarding procedures in billing taxpayers, receiving tax payments, investing tax money,
and distributing taxes to tax districts. Distribution of Payment in Lieu of Taxes (PILT)
funds were reviewed as they affected Prairie School District. The division of
Bankhead-Jones funds by the County Commissioners was discussed at length and Mr.
Willis committed to research this matter.
Newspaper coverage of County Council meetings was discussed as well as
ways to heighten the awareness of County residents to the role of the County Council.
Citizens' concerns regarding the County's gravel policies and concerns about
Greeley's 71st Avenue were also addressed.
The May 3, 1995, meeting was held at the Dacono City Hall, Dacono, CO.
County Engineer Drew Scheltinga was the guest speaker. He presented the
procedures followed by the Road and Bridge Department in establishing the work that it
does. The four major areas that he covered included: the bridge work, the pavement
maintenance work, the new construction (paving gravel roads), and the gravel road
work. Several road and bridge related matters were brought up by the citizens in
attendance, and Mr. Scheltinga answered these questions, or pledged to research
them. Councilwoman Judy Curtis clarified the gravel policy questions with Mr.
Scheltinga raised at the New Raymer Council meeting.
In response to the majority opinion of the County residents attending, the County
Council chose to not pursue sending personal thank you notes to citizens who attend
the Council's meetings. The Council decided to purchase Weld County Council
banners to be used on the car the Council will ride in at the July 4th Stampede Parade.
The Council's First Quarter Report to the people was accepted. It was voted to
cancel the subscription to The Loveland Reporter Herald as citizens at the meeting
advised the Council that it printed little Weld County news.
June 7, 1995, the regular Council meeting was canceled due to emergency
weather conditions experienced by Council members. The June meeting was
subsequently held June 13, 1995 at the Weld County Centennial Center.
Correspondence and reports by Council members brought closure to citizens' concerns
discussed at earlier meetings including road and bridge questions and 71st Avenue
concerns. It was also confirmed by Councilman Ralph Campbell and Councilwoman
Pam Malcom that only citizens of Greeley would be allowed to vote at any election that
may be held regarding the new County jail.
It was decided that the Council would issue a brief news release following each
of its meetings. The President will prepare this report.

The Council's 1996 budget was discussed, and it was decided to ask for two
more days per month of secretarial help to facilitate the increasing activities of the
Council. The conclusion of the 1996 budget preparation was postponed until the
Council could reconvene its meeting June 16, 1995 to complete the budget. The
Council concluded its June business with adopting 1996 budget figures on June 16,
1995.
This report is not meant to be an exclusive enumeration of the activities entered
into by the Council. It is, however, an attempt to communicate with the voters regarding
its activities. The County Council believes that the Weld County Home Rule Charter
continues to be a viable tool for the citizens of Weld County.
