The West Greeley Soil Conservation District has completed its review of Case Number USR-1145, Russ and
Bonnie Heppner and has several concerns. The distance allowable for an airstrip on this property is
approximately 1500 feet. After a conversation with an experienced local pilot, the district is concerned that a
grass runway of this length may not be enough long enough at this altitude to provide safe take -offs and
landings. There are trees at each end of the proposed runway and if the aircraft cannot achieve sufficient speed
for takeoff they may prove to be a real problem. There are also 6 houses close to the proposed airstrip. The
winds in the area can also be severe, causing problems for a small aircraft attempting to take -off or land.

The Weld County Public Works Department has reviewed the proposal; the following comments
are recommended to be a part of any approval:
1. There are large cottonwood trees at the south property line of the proposed runway section.
On the north end, there are cottonwood trees that line both sides of the existing access to the
existing home and the proposed hanger facilities. Do FAA Regulations indicate a minimum
distance for the length and width of the runway? The applicant needs to identify on the
mylar the length and width of the runway section.
2. The applicant needs to identify on the mylar the width between the County right-of-way and
the edge of the runway.
3. The applicant has indicated that the area will be seeded with natural grasses requiring low
moisture and maintenance suitable for a privately used runway.
4. The proposed agricultural field section is fairly flat sloping to the southwest. The applicant
has indicated that the runway will be crowned, and culverts will be installed as needed.
Directional flow arrows are needed on the mylar to identify the direction of the runoff from
the property including the airstrip section. There is an existing cross culvert across WCR 53
adjacent to the existing farm access. This culvert should be incorporated with any runoff
coming from the site.
5. The applicant needs to place on the mylar any taxi ways or newly created ditch sections to
separate the runway section from the farming operation or any physical change to the
property.

Environmental Protection Services has reviewed this proposal; the following conditions are
recommended to be part of any approval:
1. All liquid and solid waste shall be stored and removed for final disposal in a manner that
protects against surface and groundwater contamination.
2. No permanent disposal of waste shall be permitted at this site.
3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust,
blowing debris, and other potential nuisance conditions.
4. Fugitive dust shall be controlled on this site.
5. The maximum permissible noise level shall not exceed the residential limit of 55 db (A), as
measured according to 25-12-102, Colorado Revised Statutes.
6. The site shall comply with all requirements of the Federal Aviation Administration.
7. In Accordance with the Weld County Individual Sewage Disposal System Regulations,
in the event any structure is built >200 feet from the existing home where people will work or
congregate, a restroom facility shall be required to serve the structure. The structure shall be
served by an approved septic system.
