I feel that since the facility is not capable of expanding to more cattle, and at the same time still keep our ground water safe. Most people move out into the country to get away from pollution and polluted water, If the feed lot wants to update there facility with a system that would not harm our ground water, and put in a holding area or a sewer system which would be safe for all then we could all work together but as the facility stands now there is still run off of wastes into the ground water. How do we know that a few years down the road that all of our ground water because of the feed lot won't be contaminate. Water is too previous of a resource to be taken so lightly. I am 100% against this proposal. And feel more of a study need be done on this matter. vyt M. This letter is being written to ask that the English Feedlots located on Road 10 in Weld County not be allowed to expand. The following are just some of the reasons: We live one mile southeast of the feedlot in a subdivision called Vantage Acres. There are about 50 homes in this subdivision. Our domestic well is only 42 feet deep, as are most of our neighbors' wells. The water that stands in the cattle pens (whether it has been raining or not) has got to be polluting our wells. The soil in our area is extremely sandy, so nothing is stopping the seepage of manure and urine from getting into our aquafer. The drainage system to the containment pond doesn't seem to be working. Several people from our area reported this to the Weld County Health Department during the summer of 1996, but nothing has been done to correct the problem. Sprinkling the pens to keep down the dust and cool the cattle only adds to this problem. Our bedroom window faces the feedlot. Starting at approximately 11:00 p.m., men yelling at the cattle can be heard. This wakes Kathy, who is a light sleeper. Not only do the men yell, the cattle bellow at the top of their lungs while being herded into or out of metal -floored trucks. The racket is quite annoying. Every morning about 6:00 a.m. the feed trucks grind up and down the aisles in first gear. When they get to the end of the pens, they drive in reverse making a loud beeping noise that can be heard on all large trucks. This racket is also quite annoying and awakes Kathy again. Fly control has always been a problem at the feedlot. We have very seldom been able to have a backyard Bar-B-Oue. One time we had a church fellowship in the backyard. The flies were so thick, we were killing them in the house for days after. Another time, when there were fewer people, we had to move the dinner into the house. The mosquitoes are horendous at our house. An enjoyable evening of sitting on the porch after dark is impossible. All the water standing around the feelot has got to be creating to the problem. Nothing spreads more disease than flies and mosquitoes for humans as well as pets and livestock. 972183 Ms. Gloria Dunn June 23, 2997 Page 2 When the wind blows from the northwest, the smell seems to be out of control. We moved to the country expecting odors from manure on the fields or from neighbors' livestock, but the smell from the feedlot is more than we expected. If this expansion is granted, who in their right mind would buy our house if we decide to sell. We would have to lower our asking price considerably. Houses for sale in this neighborhood have always been on the market an extremely long time. How much longer would it take to sell them, and how devalued would our homes become if the feedlot doubles in size? The only positive thought about this is our taxes would decrease since our property would be worth less. From what I have learned there was only permission to have 10,000 head at this location, and I need to question why the application is for expansion from 12,000 to 20,000. What happened to the 2,000 head of cattle? Personally I have no objection to this expansion if the owners can take the necessary steps under your supervision that this will not have any negative effects on our neighbors and ourselves. What kind of preventions are being installed so that the dust, fly and mosquito developing factors remain the same as current or less, and what preventions are being prepared for to prevent elimination of water contamination in the way of runoff in rainy conditions or snow melting conditions and from holding ponds etc.? Is it in the plans of the county to allow this type of expansion, eventhough we will see more residential development in this area, because of location close to Hudson, Lochbuie, the new Bromley Park area etc. With these thoughts in mind I am sure your department will want to review this application carefully for what it means to the quality of life for the neighbors in the immediate area to this feedlot and what it might mean in the long term. Dear Ms. Dunn: CFOG is a citizens' group located in South Weld County. Our objectives are to provide education and information to residents, property owners, and government entities regarding growth -related changes, either proposed or in effect, that will impact our area of concern; and to protect and preserve the rural, agricultural, and small -community character currently representative of the area, while meeting the area's needs for residential, commercial and industrial growth. An expanded feed lot is not appropriate in this rural residential area. The current and planned growth for the area bounded by Fort Lupton, Hudson, Brighton and Lochbuie is rapidly changing the area from rural to suburban. Currently there are approximately 300 to 350 homes within two miles of the existing feed lot. The offensive odors, dust, flies and mosquitoes produced by a feed lot are not compatible with the surrounding residential properties. All of the homes acquire their domestic water from wells. Most of the wells are shallow, 50 to 100 feet deep. An expanded feed lot will increase the pollution to this ground water. Several questions have been raised concerning the current operation. Are they in compliance with the maximum number of animals allowed on the property at 10,000 head; water use from their wells as decreed for irrigation, stock watering and domestic use; and adequate wastewater retention structures and conveyance systems to meet the requirements of the Water Quality Control Commission? An operation currently not in compliance with regulations will only compound the problems if permitted to expand. THAT WHICH TOUCHES US ALL SHOULD BE DECIDED BY US ALL. ROMAN ADAGE 972183 CFOG opposes the expanded livestock confinement operation and requests that the Planning Commission take the following into consideration in making their decision to approve or deny the Site Specific Development Plan. 1. The lack of traffic control signs in the area poses a significant safety hazard to the residents, their pets, property, and livestock. 2. The increased truck traffic will create significant clouds of dust. 3. Increased traffic and traffic noise. 4. Unwanted influx of people into the area disrupting the quiet, safety, and privacy of the residents. 5. Environmental concerns: unprotected land is subject to wind erosion and creates a dust hazard. Ground water pollution from manure and process wastewater. Increased fly and mosquito populations. 6. Quality of life issues: obnoxious odors, noise, dust, flies and mosquitoes. We believe in general, that the proposed use is incompatible with the desires and life style of the neighboring residents, and respectfully request a denial of the Site Specific Development Plan. JUL 0 9 1997 Thank you for the notification regarding the request for expansion of the English Feedlot which is just a few hundred feet from our property here on Road 10. We are adamantly opposed to the expansion of the feedlot for several reasons. Our well, which is shallow, has a higher than the suggested limit of nitrates and sulfates. We haven't used our water for drinking for several years but recently had our water tested. The Weld County Health Department said our water is "Acceptable - according to the Colorado Primary Drinking Water Regulations, your water is considered fit for human consumption" but we feel that with the nitrate and sulfate levels almost double the suggested limits it is not safe for us to drink. Expanding the feedlot would put our water supply in jeopardy more and more each passing year. Who will clean up the water when it does become unfit for human consumption? Another reason for opposing the expansion is the fly problem. We fight flies continually. Under the eaves of our house and on the siding there is evidence of mega flies. We wash our house (not with the hose, but with a bucket and spic and span and lots of elbow grease) every year to remove the impact of so many flies. A few years ago we tried to celebrate an anniversary with a picnic, the picnic was ruined because of the flies. We had a covered patio we liked to use in the summer time - the flies made it impossible. Our solution, after fighting the flies for years, was to finally go to the expense of screening it in. We have voiced our concern to Weld County Health Department several times over the years. For a small period of time there would be an improvement, with fewer flies buzzing around. Then we would notice the increase in flies again. If there is a fly control plan in place and being used; it isn't working. The noise and the dust from the cattle trucks and the feed trucks have to a great extent limited the use that we get from our windows. With a feedlot expansion there would be more and more noise and dust. Many times we hear the cattle trucks coming in around 3:00 a.m. to pick up a load of cattle. We bought our property here in 1968 and at that time the feedlot was a very small operation. And being raised on a farm ourselves, we felt this was not a problem and it wasn't. In the early seventies Mr. Anschutz asked for an expansion and was refused because of the impact on the community. (There are at least 70 to 80 homes within a two miles radius of this now BIG operation.) The Weld County Commissioners and Planning Department put a ten thousand animal cap on the operation at that time. We trusted that this cap would be adhered to but is it? Over the years more pens have been added and more cattle have been processed at this site. There are even more homes in the area now and will continue to grow as people discover the easy access to 1-76. We feel the expansion of the feedlot would very definitely have a detrimental effect on the community. 972183 EXHIBIT 1 Q a) Over the past approximately seven to eight years Mr. English has been renting this site and operating the feedlot. Along Road 10 there is stagnant water standing in the cattle pens. The cattle were standing and milling around in this stagnant water. The stagnant water is there whether we have rain or not. Instead of trying to solve the drainage problem, Mr. English had the stagnant water fenced off so that the cows are no longer standing in it. We feel this is very irresponsible and creates a fly and mosquito breeding situation. Also, there is a large amount of manure stockpiled on the outside of the pens on the northeast corner which seems a wonderful place for flies and mosquitoes to breed. I wonder why Mr. English doesn't expand his feedlot at Wiggins? Was he refused an expansion permit at that site? Mr. English had to be aware of the limit placed on this feedlot before he purchased it, since he had rented it for several years. Why does he want to expand at this location? How many cattle does he have at this Road 10 site now? Does anyone really know? Does anyone, besides the people who it adversely affects, really care? We are nearing retirement age and have lived here for 29 years. We want to stay here. Please consider us and the other people who have homes in this area. Is it asking too much to be able to have a picnic in our own backyard without fighting flies for every mouthful? We don't like having the windows closed most of the time but because of the stench from the stagnant water and the dust from the cattle/feed trucks we have been forced to alter many of the things we feel we should be able to enjoy. We don't feel it is unreasonable to want to open our windows and enjoy a cool breeze, is it? We are probably your typical county residents, we want growth and a strong economy without the sacrifice to go with it. No one wants to live next to a Prison, Mfg. Plant, Halfway house or a Feedlot. Even though as a community we need all these things. As with many of your rural residents, we moved to Weld County for the Quality of Life that this area has to offer. Our objections to this expansion are for Water Quality, Housefly/Insects, Traffic Impact. reasons. Water Quality. With 2 small children the nitrate levels of our water are already unhealthy. Has there been time to study this issue, and determine what impact this can have on our future water needs? Houseflies/Pests. When you live in the country you share the land with critters. Mice, snakes, bugs of all flavors are abundant. A 365 day a year livestock inhabited production is a Fly festival, this situation is not tolerable at the current size of this stockyard. How can we improve this? Traffic Impact. The support traffic for a feedlot consists of Trucks of Cattle and Trucks of Feed. This is a round the clock, No days off, No holiday operation. It is a Parade of traffic with one route in, that burdens the local farms and residents. Again, our issues are with the impact on our Quality of Life. We made decisions for living in this area by evaluating many criteria, Including how the feedlot would effect us. We can respect someone's right to expand their opportunities, make improvements to their property for their benefit. Where we have the most trouble understanding these changes are allowing such a Drastic Increase. To take a herd from 12,000 to 20,000 is a whopping 67% increase. This equates to 67% more impact on the surrounding water Quality (and usage), 67% more flies hatching from their pens and 67% more Trucks, Traffic and road damage attributed to their company. Can you imagine if all the residents/farmers increased their impact on this area by 67% what that would mean. It means sacrificing the very reasons we choose to live in a rural area. We ask that you give serious consideration prior to approving any changes. Is this the kind and place of growth that is best for Weld County? Can you ask for more time to research the impact? Can you at least scale down to a reasonable increase ? adding 8,000 cattle for neighbors is a hard thing to stomach. Thank you for your consideration. JUL 0 7 1997 It recently came to my attention that the English feedlot on WCR 10 is seeking permits to double the size of its operation. I'm very concerned about this because of the possible contamination of ground water. Our well is only 80 feet deep with the water at 60 feet. We're about 1/2 mile south and are downhill from the feedlot. I believe this puts us at much greater risk for contamination. The other problem that worries me is insect control. The increase of flies and mosquitoes poses a risk to the spread of disease among not only humans but livestock. We are already concerned about what measures are being taken at the feedlot to control run off and insects and believe the problems will only get worse with the increase in size. We both very much OPPOSE the expansion of the English Feedlots to add additional 8,000 cattle to the existing number of 12,000 and would like it noted as such. Please let it be further known, that residents of our area do not appreciate the fact that the Weld County Department of Planning Services did not notify us of this possible expansion. This matter came to our attention because a concerned neighbor found out and personally went around to each house to deliver a copy of the letter that was sent to the surrounding property and mineral owners who live within 500 feet of the proposed expansion only. Does the Weld county Department of Planning Services really believe that only homeowners that live within 500 feet of the English Feedlots will be affected? Does the Weld County Department of Planning Services really not realize that each and every time the wind blows, that the stench from the feedlots affects property for miles not just property within 500 feet of the feedlot? My husband and I have lived at 19660 WCR 10 since 1968. We have seen many changes in the community in the last 29 years! We hope to be able to live another 29 years at this same. place. I am very much opposed to the expansion of the English Feedlot for the following reasons: • The possibility of our shallow well becoming polluted - at the present time the nitrate level and the sulfate level is almost double the suggested level. Water is a precious commodity - we need to protect it. • The fly problem is horrendous - the siding on our house and under the eaves is covered with fly residue - please consider what 8,000 more head of cattle will drop. • The dust from the cattle and feed trucks, many days leaves a layer hanging in the sky. We can use our windows sometimes in the late evening - sometimes not at all. • The stench from the stagnant water that is allowed to collect in the pens is enough to make a person gag. • The growth in this area has skyrocketed the past several years. There are new homes being built in Hudson and the surrounding area. I don't feel it is reasonable to increase a feedlot in an area where so much growth is already occuring. I have read in the Greeley Tribune the problems that are on -going with the Meyer Feedlot. I feel those same problems will be repeated here if the expansion is allowed. • Please consider our appeal when you make your decision. I love my home and I don't feel that a large corporation should be allowed to make our lives miserable.
