HomeMy WebLinkAbout972643.tiffHEARING CERTIFICATION DOCKET NO. 97- 58 RE: 1998 FINAL BUDGET HEARING A public hearing was conducted on December 10, 1997, at 9:00 a.m., with the following present: Commissioner George E. Baxter, Chair Commissioner Constance L. Harbert, Pro-Tem Commissioner Dale K. Hall Commissioner Barbara J. Kirkmeyer - EXCUSED Commissioner W. H. Webster - EXCUSED Also present: Director of Finance and Administration, Donald D. Warden Acting Clerk to the Board, Carol Harding County Attorney, Bruce Barker The following business was transacted: I hereby certify that pursuant to a notice dated October 24, 1997, and duly published November 13, 1997, in the South Weld Sun, a public hearing was conducted to consider 1998 final budget for the County of Weld. Donald Warden, Director of Finance and Administration, noted that appropriations require a four -fifths majority; therefore, he recommended said hearing be continued until four Commissioners are present. Commissioner Harbert moved to continue the 1998 Final Budget Hearing to 1:30 p.m. Seconded by Commissioner Hall, the motion carried unanimously. Upon reconvening said hearing, all Commissioners were present except Commissioner Kirkmeyer. Mr. Warden made this a matter of record and reviewed his letter to the Board, summarizing total expenditures of $85,232,444. He noted when Interfund Transfers of $1,288,667 are deducted, the expenditures equal $83,943,787, and he stated the changes requested by the Board during budget work sessions of $45,053 have been incorporated into the final budget. Mr. Warden also indicated the Mill Levy remains at 22.038 mills. There was no public testimony given. Commissioner Hall moved to approve the draft resolution summarizing expenditures and revenues for each fund and adopting a budget for the calendar year 1998. Commissioner Harbert seconded the motion, which carried unanimously. Mr. Warden noted Ordinances #198 and #199 were read by tape during the 9:00 a.m. hearing and stated Ordinance #198 is the appropriations ordinance, which requires emergency approval since the assessed value was not available until December 1, 1997; however, the mill levy must be filed with the Assessor today. Commissioner Harbert moved to approve Ordinance #198 on an emergency basis. The motion, which was seconded by Commissioner Webster, carried unanimously. 972643 FI0025 HEARING CERTIFICATION - 1998 FINAL BUDGET PAGE 2 Commissioner Harbert moved to approve Ordinance #199, setting the Mill Levy, on an emergency basis for the abovementioned reasons. Commissioner Hall seconded the motion, which carried unanimously. This Certification was approved on the 15th day of December, 1997.
