DEDICATION OF PERPETUAL RIGHTS -OF -WAY
NELSON SUBDIVISION:
BE IT RESOLVED, by the Board of County Commissioners of Weld County,
Colorado, that they hereby approve the dedication of the perpetual rights -of
way over the public roads, streets, highways and easements in behalf of the
public in Nelson Subdivision, being a subdivision located in the Southeast
one -quarter of Section 24, Township 1 North, Range 66 West of the 6th P. M.,
Weld County, Colorado, described as:
Beginning at the East one -quarter of Section 24, Township
1 North, Range 66 West of the 6th P. M., Weld County, Colorado;
thence N89°48`00"W on an assumed bearing along the North line
of the Southeast one -quarter Section 24 a distance of 1507.41
feet to a point on the East Bank of the West Burlington Extension
Ditch; thence along the East bank of said ditch as follows:

BE IT FURTHER RESOLVED, that the accompanying plat is approved for
filing, and the public roads, streets, highways and easements thereon shown are
approved, provided, however, that the County of Weld will not undertake maintenance
of said streets, roads, and rights -of -way until they have been constructed by the
subdivider according to specifications and accepted by the County of Weld, and
BE IT STILL FURTHER RESOLVED, that the subdivider shall post a bond in
the sum of $3833.00 prior to beginning construction of subdivision roads, to
guarantee absolute compliance with County Road specifications and that said bond
shall continue for one year after completion said roads or unless sooner
released by action of the Board.

Health Dept. as yet. Mr. Paul stated they would require a percola-
tion test on every other lot. Mr. Moberg stated the County road should
show a 50' R/W and on the north should sow a 40' R/W as a collector
road.
By Mr. Bowles to approve the preliminary plat subject to additional R/W
on the north and the east, percolation tests on lots 3, 5 and 7 and
granting a variance on 3.2(2) of the Subdivision Regulations. Second-
ed by Mr. Bartels. A unanimous vote of "Aye". Motion carried.

Be it therefore resolved to recommend to the Board of County Com-
missioners the expansion of the feed lots known as Buckeye Feed Lots.
Motion by Leonard Bartels, seconded by J. Ben Nix. A unanimous vote
of "Aye". Motion carried.
Mr. Ruyle suggested a letter from the Planning Commission be sent to the Cattle Feed-
er's Association regarding expansion of feed lots.

Mr. McCrea presented the preliminary plat. Letters were read from State
Highway Dept, Chamber of Commerce, Water District, City of Platteville
and the School District. They have double water coverage - to be work-
ed out later. Mr. Moberg asked if any thought had been given to annex-
ing to Platteville. Mr. Boulter said no. Mr. Moberg stated there would
be a problem of.the area between this property and the Eiler Mobile
Home Park. Mr. Boulter stated there is a shortage of housing in Platte-
ville and felt there is a need for this. Mr. McCrea stated it would
be a progressive development, possibly 40 spaces to begin with. There
would be an access road from the frontage road to the county road. Mr.
Bowles stated he did not feel there is a need at this time and there
no room in this part of the county for anything of this size. Mr.
Bowles wrote to the Mobile Home Manufacturer's Association and the Mo-
bile Home Park Cwnor's Association and they stated that 65 spaces is
the minimum and 85 the maximum where one person can operate the park
and make a profit for himself and return on his investment and operate
it as a full time job. Mr. Boulter stated he didn't think this would
be completely developed for maybe 10 years. Mr. Watson asked if he
would be satisfied with 5 acres at a time as the need developes.
Mr. Boulter stated he would probably have to have a different site,
the lift station for only 5 acres would be too costly. Mr. Moberge
recommended the Planning Commission hold a hearing. Matter was tabled
for further consideration. Mr. Bartels stated 3 school board members
are not in favor of this.

Letter from Left Hand Water Association presented showing water is
available. A land survey was presented. Existing court under con-
struction is about 80% signed for. Tax base would be increased for
the area considerably by their own commercial development. Mr. Dag-
gett is aware that the school board is not in favor of the mobile
home court - not this one in particular but because there are 6 or 7.
- Mr. Daggett stated he would be happy with conditional zoning. Mr.
Bowles stated he felt that by granting the number of mobile home sub-
divisions and spaces that we are that we are encouraging mobile homes
to come into Weld County. That we are creating a an artificial loca-
tion for mobile homes where there is not a need in Weld County to pro-
vide this many mobile homes in the county. He felt they were wrong in
granting a thousand spaces. If we provide what is a reasonable per-
centage.of home starts and home requirements, then we meet our obliga-
tion. There is not necessarily a need for Weld County to provide this
number of spaces. The direct cost of the taxpayers to the school dis-
trict could never be offset by the commercial area there. Mr. Daggett
stated that of the 110 he has signed up for the park under construction,
85 are senior citizens. Mr. Moberg stated an over use of this type
area would be like an over use of high density, you compound circula-
tion problems etc. which becomes undesirable to live. Mr. Bowles
stated we are encouraging low income housing on a permanent basis or
some type of multiple dwelling to absorb these people who aren't in
a position to buy a $20,000.00 home, we are creating an artificial spot
for these people with no permancy for Weld County. Mr. Daggett asked
about going through FHA and putting mobile homes on foundations in this
area. Mr. Moberg stated it would still necessitate a zone change to
a mobile home subdivision and increase the lot size.

other plan showing a circular arrangement, eliminating the extra en-
trance. It also showed 2 more spaces. Mr. Bartels suggested Mr. Nich-
ols contact Mr. Bean and perhaps a better plan can be devised.

Bean regarding the arragement of the plat. Seconded by Mr. Bowles.

were no restrictions when he purchased the mobile home. There is a
possibility their store in Prospect might have to be closed in the
future and move to Greeley to operate the one there. An old basement
house is on the property. Mr. Bean stated the only possibility here
is by stretching it some by considering it as an accessory use to the
business.
