WELD COUNTY COUNCIL
September 5, 1995
The Weld County Council met in special session in full conformity with the Weld
County Home Rule Charter Tuesday, September 5, 1995 at 7 p.m. in the Centennial
Center, room 350, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Jim Gardner, and the
following members were present constituting a quorum of the members thereof: Vice
President Stephanie Hayward, Councilwoman Judy Curtis, Councilwoman Pam
Malcom, and Councilman Ralph Campbell. Also present was County Attorney Bruce
Barker.
Councilman Ralph Campbell made a motion that the Council go into executive session
to obtain legal advice regarding the issue of apparent conflicts of interest of Vice
President Hayward and Councilwoman Malcom in those instances when the Council
reviews matters arising from or pertaining to the Weld County Sheriffs Office. Vice
President Hayward seconded the motion. The motion passed.
In executive session, Mr. Barker explained the Colorado Revised Statutes embodying
the Code of Ethics for local governmental officials and employees. The apparent
conflicts of interest involving Vice President Hayward and Councilwoman Malcom were
discussed. No votes were taken by the Council in executive session. Following the
executive session, President Jim Gardner adjourned the meeting.
