Box 758 Greeley, CO 80632 Dear Mr. Hall, Thank you for your letter dated October 25, 1999 regarding our FDA tobacco billboard. I would like you to know that it is because of our deep commitment protecting young people of all backgrounds that we featured a young lady who reflected a multicultural background. Smoking is a serious problem facing all young people of all races and ethnicity. For that very reason we purposely selected the young lady you see featured. If we had selected a caucasian teenager, I think we would have been criticized for not caring about young people of diverse backgrounds. Furthermore, if you would look at our ad campaign in its entirety, you will see how much emphasis we placed on showing all ethnic/racial backgrounds. I urge you to read the response I prepared for Dr. Cordova and review the full set of newspaper and billboard ads. I hope you will find on reflection that this campaign is in fact sensitive to the concerns you raised. Finally, we have shown these ads with national organizations representing Hispanic and African-American people and they applauded our efforts to design a multicultural campaign.
