HomeMy WebLinkAbout991518.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF SOCIAL SERVICES WELD COUNTY, COLORADO JUNE 21, 1999 TAPE #99-22 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, June 21, 1999, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Dale K. Hall, Chair Commissioner Barbara J. Kirkmeyer, Pro-Tem Commissioner George E. Baxter Commissioner M. J. Geile Commissioner Glenn Vaad Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther E. Gesick Director of Finance and Administration, Don Warden MINUTES: Commissioner Baxter moved to approve the minutes of the Board of Social Services meeting of June 16, 1999, as printed. Commissioner Vaacl seconded the motion, and it carried unanimously. WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval by the Board in the amount of $17,479.53. Commissioner Kirkmeyer moved to approve the warrants as presented by Mr. Warden. Commissioner Geile seconded the motion, which carried unanimously. BUSINESS: NEW: CONSIDER REVISION TO COLORADO WORKS IN WELD COUNTY AND CHILD CARE POLICIES AND PROCEDURES: Judy Griego, Director of Social Services, stated Section 6.014.34 has been added to make immunization records a condition of eligibility under the Low Income Child Care Program. She explained the Colorado Department of Human Services also gave the option of monitoring providers to assure immunization; however, she feels this will be more difficult to keep track of. The second revision clarifies that the only participant remedy is the grievance or complaint process under the Individual Responsibility Contract for the Non-Diversion Program. Ms. Griegc stated the 991518 �tcl BC0016 Notice of Proposed Action Form was revised to clarify sanctions and good cause, and Exhibit I regarding the Dispute Resolution Process was added to outline the process for participants. Commissioner Baxter moved to approve said revisions. Commissioner Kirkmeyer seconded the motion. In response to Commissioner Vaad, Ms. Griego stated the first revision discussed is being proposed as a result of changes made by the Colorado Department of Human Services. Commissioner Kirkmeyer commented that the State policies are based on State statute. Ms. Griego added the participants will be required to provide proof of immunization similar to the process for registering a child in school and if the record cannot be provided, the child care subsidy will not be granted. Commissioner Baxter commented that it will be easier to document who has immunization records when the process is similar to that of public schools rather than staff calling child care providers to verify if they were provided with immunization records. The motion carried unanimously. L.et the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
