RE: APPROVE MEMORANDUM OF AGREEMENT FOR ON-SITE COMPUTER PROJECT
AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Memorandum of Agreement for an
On-Site Computer Project between the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Employment Services
Division, Department of Human Services, and Trinity Housing Corporation of Greeley,
commencing November 1, 1996, and ending November 30, 1997, with further terms and
conditions being as stated in said agreement, and
WHEREAS, after review, the Board deems it advisable to approve said agreement, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Memorandum of Agreement for an On-Site Computer Project
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Employment Services Division, Department of
Human Services, and Trinity Housing Corporation of Greeley, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said agreement.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 4th day of November, A.D., 1996.

ON-SITE COMPUTER PROJECT
MEMORANDUM OF AGREEMENT
PURPOSE: The duration, terms and conditions for an agreement of services between
Trinity Housing Corporation of Greeley (THC) and Employment Services of
Weld County (ESWC) are being established to provide access, to the Invest
Learning System, and other appropriate software programs.
The Learning System will be accessible through six (6) networked computers
housed at the Neighborhood Network Learning Center in Greeley, 119 14th
Avenue,Greeley,Colorado. The primary beneficiaries of the computer system
shall be participants of the Neighborhood Network Learning Center who are
in need of remedial education activities and/or computer training.
AMENDMENTS: This Agreement may be amended at any time with the written consent of all
parties. ESWC may issue policies and procedures, unilaterally in writing,to
the Trinity Housing Corporation to enhance, clarify, or alter the conditions of
equipment usage.
FINANCIAL The effective date of this Agreement is November 1, 1996 through November
STATEMENT: . 30, 1997 for the use of six(6) networked computers and associated software.
It is the intent to use the computer systems to assist in providing remedial
activities and introductory training in Word Perfect and Lotus for the
Neighborhood Network Learning Center participants. The six (6) networked
computers will be housed at the Neighborhood Network Learning Center
through October 30, 1997.
ESWC will charge THC a usage fee of$1,000 per month for a total of$12,000
for six (6) networked computer stations and the related programs and/or
maintenance of the aforementioned. ESWC will bill THC monthly.
THC shall be responsible for all deductible dollar amounts (up to$500.00 per
incident) in regard to insurance fees in the case of theft,vandalism, burglary,
and other such cause-related damages or losses of above-mentioned
equipment. All consumable supplies required in the operation or usage of this
equipment shall be provided by THC.
TERMS AND CONDITIONS
A. Description of Equipment
Equipment consists of six (6) networked IBM computers, one (1) IBM file
server with modem, six (6) head sets, six (6) digispeech voice boxes,
software, and one (1) HP LaserJet IIP printer. (See Attachment 1)

B. Trinity Housing Corporation of Greeley Responsibilities
The following responsibilities shall be assigned to Trinity Housing
Corporation of Greeley in the implementation of this Project Agreement.
1. Supervision of the Learning Systems; and the recruitment,
monitoring, and learning assistance of clientele.
2. Reliable supervision to prevent theft of the equipment.
3. Purchase of all consumable supplies required when using the
Learning System.
4. Payment of all deductible insurance fees due to vandalism, burglary,
theft, etc.
5. General upkeep of equipment, i.e., cleaning of equipment (screen,
keyboard). This shall include the use of appropriate cleaners,
prohibitions of food or drink in close vicinity of equipment,
appropriate storage of discs, etc.
6. The financial responsibilities for replacement of any equipment
damaged through negligence,i.e.,computers are dropped and broken,
malfunction due to dropping food or liquids on the equipment, or
other general negligence.
7. Provision of, at a minimum, one (1) staff person for training and
supervisory purposes on the System.
8. THC shall assume all responsibility in the regard to security and
safeguarding of said equipment.
9. THC will notify ESWC of the need for maintenance or repairs.
C. Employment Services of Weld County Responsibilities
Employment Services shall be responsible for the following in the
implementation of this Project Agreement.
1. Provide technical expertise and support of the Learning Systems and
equipment.

2. Provide updates of System software when available.
3. Provide all maintenance on System hardware.
4. Maintain all contracts and insurance policies for the networked
computers.
5. Provide training and ongoing technical support to a minimum of one
(1)THC staff person who will provide continual supervisory guidance
to individuals utilizing the System. Provide training on updates.
6. Provide appropriate feedback to THC staff in regard to program
requirements.
7. Provide one(1)set of student books.
II. Termination
This Agreement may be terminated at any time by either party given thirty (30) day
written notice and is subject to the availability of funding.
III. Assignment
This Agreement shall be binding upon the parties hereto,their successors,heirs,legal
representatives,and assign. Trinity Housing Corporation of Greeley may not assign
any of its rights or obligations hereunder without the prior written consent of
Employment Services.

Subject: Agreement with Trinity Hnncing Corporation of Greeley
Enclosed for Board approval is an agreement between the Weld County Department of Human
Services, Employment Services of Weld County and the Trinity Housing Corporation of
Greeley to establish a On-Site Computer Project at the Island Grove Apartment Neighborhood
Network Learning Center.
Employment Services will provide the hardware and software for a six station networked Invest
Learning System which provides remedial education activities and/or computer training.
The Agreement is from November 1, 1996 through November 30, 1997. Trinity Housing
Corporation of Greeley will reimburse Employment Services a total of$12,000.
