HomeMy WebLinkAbout990352 RESOLUTION RE: APPROVE SECTION 8 MANAGEMENT ASSESSMENT PROGRAM CERTIFICATION AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Section 8 Management Assessment Program Certification from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Housing Authority, to the U.S. Department of Housing and Urban Development, with terms and conditions being as stated in said certification, and WHEREAS, after review, the Board deems it advisable to approve said certification, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, ex-officio Housing Authority Board, that the Section 8 Management Assessment Program Certification from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Housing Authority, to the U.S. Department of Housing and Urban Development be, and hereby is, approved. SEMAP is a monitoring tool required by HUD to assure that Section 8 programs are being operated according to federal regulations. 1999 is the first year that SEMAP will be implemented. This collection of information is required by 24 CFR sec 985.101 which requires a Housing Agency(HA)administering a Section 8 tenant-based assistance program to submit an annual SEMAP Certification within 60 days after the end of its fiscal year. The Information from the HA concerns the performance of the HA and provides assurance that there is no evidence of seriously deficient performance.HUD uses the information and other data to assess HA management capabilities and deficiencies,and to assign an overall performance rating to the HA. Responses are mandatory and the information collected does not lend itself to confidentiality. Instructions: Complete this certification form using the HA's actual data. The HA has written policies in its administrative plan for selecting applicants from the waiting list and follows these policies when selecting applicants for admission from the waiting list. The HA has and implements a reasonable written method to determine and document for each unit leased that the rent to owner is reasonable based on current rents for comparable unassisted units(1)at the time of initial leasing,(ii)before any increase In the rent to owner,and(iii)at the HAP contract anniversary if there is a 5 percent decrease in the published FMR in effect 60 days before the HAP contract anniversary. The HA's method takes into consideration the location,size,type,quality,and age of the unit to be leased and the amenities,housing services,and maintenance and utilities provided by the owner under the lease in determining comparability and the reasonable rent. An HA supervisor(or other qualified person)reinspects a sample of units during the HA fiscal year,numbering at least 5 percent of the number of units under contract during the last completed HA fiscal year,for quality control of HOS inspections.The HA supervisor's reinspected sample is drawn from recently completed HOS inspections and represents a cross section of neighborhoods and the work of a cross section of inspectors.
